The Board of Commissioners has ratified the regulation No. (9) for the year 2024 (distributing seats and replacing members for the Kurdistan Regional Parliament), which consists of (100) seats, including (5) seats allocated to the two components (Christian and Turkmen), the regulation stipulated the mechanism for distributing general seats according to the electoral lists, and candidates within open lists, including women’s seats (women quota) to achieve a percentage of not less than (30%) of the number of seats in the constituency ,in addition to distribute the components’ seat as stipulated in the regulation concerning replacing the vacant seats.
In the same context, the Board of Commissioners approved the instructions and procedures for electoral stations in which voting of VIPs and their families will take place , as (3) stations will be opened for them to vote, one station in the governorates of (Baghdad, Erbil, and Sulaymaniyah) by the national ballot paper. Also allowing media professionals having their biometric voter cards from the governorates in Kurdistan Region of Iraq, to vote while covering the voting process in these stations.
The Independent High Electoral Commission (IHEC) successfully completed the fourth simulation of transmission test process , which includes transferring the results from the stations to the (servers) located in the national office, as the simulation was conducted in all polling centres and stations according to the final deployment of the KRG Parliament elections, in the presence of representatives of the test and audit company and the United Nations Electoral Assistance Office (UNAMI ).
The Electoral Commission, under the direct supervision of the head of the electoral administration and the head of the Central Committee in the region, Judge (Amer al-Husseini), is working to examine and configure the electoral devices and programme them in accordance with the approved polling procedures.
IHEC continues to distribute the remaining (188,491) biometric cards through (173) registration centres spread throughout the governorates of the region; therefore, IHEC invites voters who have not received their biometric cards to visit the nearest registration centre to their place of residence to receive the biometric cards.
Regarding the printing of ballot papers, the Board of Commissioners is directly following up on the printing of the (3,077,550) ballot papers for GeneralVoting and (251,700) ballot papers for special voting.
The process of investigating the data of the candidates received from the investigations’ bodies, Ongoing in full swing, and the Board of Commissioners decided to exclude those who are not meeting the conditions of candidacy and allow to replace them within a period of (3) days from the date of the party’s notification.
