As part of the requirements of the democratic process of the 2024 Kurdistan Region Parliament Elections in Iraq, voters in the KR region all must have their biometric cards which will guarantee their right to participate in  voting.Hence IHEC is working on distributing the remaining (214.112 ) biometric cards that had been deposited in (173)registration centers spread throughout the region. So about (2.685.466) voters  have their voter card as of early September, of the year 2024, out of (2,899,578) biometrically registered voters, whose names were distributed in (6318) polling stations in  (1266) polling centers for General Voting.And (749) stations in (165) polling centers for Special voting, which were certified by the Board of Commissioners as a final deployment.

Therefore, the Independent High Electoral Commission inIraq calls for voters who had not received their biometric cards to visit the nearest registration center to their place of residence, to receive their biometric cards .

On the other hand , and in order to organize the affairs of candidates for the Kurdistan Region Parliament’s elections, the Board of Commissioners decided  that the individualcandidates are not allowed to withdraw, for legal and technical reasons. IHEC’s Candidate Affairs Division and the Legal Department are working on completing the requirements of their participation in the electoral race, IHECis working on auditing the database of  (1,192) candidates after being passed through investigation bodies , to complete the certification procedures.

In a related context, IHEC has formed committees to follow up on the electoral violations committed by the candidates as stipulated in the regulations of both (electoral campaigns) , and (complaints and appeals) . The committees detected violations of a number of candidates who started their electoral campaigns before the date not yet set by the Board of Commissioners, so IHEC will imply the Legal proceedings against violators.

As part of the Electoral Commission’s preparations for the voting day, the Commission has embarked on  pyramid training which consists of several levels, to prepare IHEC’semployees and train about (41,000) polling staff on the voting mechanism using the electronic electoral voting devices  to conduct the electoral process .

With regard to the work of the Supreme Election Security Committee, the central committee, chaired by the Minister of Interior in the Iraqi_Kurdistan Region and the membership of the security services in the KR region, and the membership of IHEC which is represented by Judge (Abbas Al-Fatlawi) member of the Board of Commissioners, had held an expanded meeting to develop the necessary security plans to secure the entire electoral process in all polling centres within the KR region.

Many subcommittees on the level of the governorates of the Region, had been emerged from the security committeeand headed by the governor, with the membership of the relevant authorities in which the Commission is represented by the manager of the electoral office and the security chief in charge.
