Weekly Statement
With the approaching date of the Governorates councils’ elections scheduled for (18thDecember2023), the government continues to provide effective support for the work of the Independent High Electoral Commission in Iraq, the latest was ensuring cooperation between the judiciary and the security services. In order to ensure the success of the electoral process by prosecuting anyone who commits actions that violate the constitution and the law, which would hinder the conduct of the electoral process, in addition to the efforts of the Prime Minister and Commander-in-Chief of the Armed Forces, H.E. Mr. (Mohamed Shiaa Al-Sudani), to ensure the electoral integrity and justice; This is by directing all commanders of military and security forces, commanders and directors of security services, commanders of security and military formations; to be adhered in providing free choices for soldiers and military affiliates in the Special Voting which will be conducted on the (16th December 2023), and not to interfere, in any way, in their electoral choices.
With this continued support from the government, the Board of Commissioners confirms its national commitment to conduct the governorates councils’ elections on (18thDecember 2023), in accordance with international standards, as the Commission has completed all technical, legal and administrative preparations with the support, assistance and advice of (UNAMI) electoral Office; as it was confirmed by the Special Representative of the United Nations in Iraq, (Ms. Jeanine Plasschaert) who had been welcomed and her delegation and those accompanying her, by the Chairman of the Board of Commissioners, Judge (Omar Ahmed), his deputy (Judge Fayyad Yassin), and the Chief Executive Officer (CEO) Judge (Abbas Al-Fatlawi), in the National Office, where the latest discussions were discussed. The Commission’s preparations for the elections in technical and logistical aspects; to hold the scheduled local elections, in the presence of the members of the Board of Commissioners.
The (BoC) continues to hold regular and special meetings throughout the week to decide the necessary cases regarding the complaints submitted, and to impose financial fines on violators who violated the conditions of the Electoral Campaigns Regulation No. (2) of 2023, in addition to decide closing the process of accreditation political party agents, observers, and media professionals until the end of the official working hours on Sunday, (10th December, 2023), also ratifying a draft Instructions for international and local observers and agents of candidates, parties and political alliances for the election of the Kurdistan- Iraq Regional Parliament Elections 2024, above mentioning the previous meetings that were held for the purpose of ratifying all regulations and instructions to regulate the conduct of the electoral process; according to the timing of the operational schedule, including approving the names of candidates for the local elections, also setting the start date for Their electoral campaigns to begin on the (1st November 2023), and the Electoral Silence will be set to begin at six o’clock in the morning on Friday, (15th December, 2023.(
Technically, the IHEC conducted the fourth and final simulation. To test the (V-SAT) devices in (38,040) polling stations, also testing the system of results transmission from these devices and receiving them on the National Office’s servers, the operation was carried out under the supervision of the Chief Executive Officer (CEO) Judge (Abbas Al-Fatlawi), in the presence of the Chairman of the Board of Commissioners, Judge (Omar Ahmed) and his deputy Judge ( Fayyad Yassin), Technical Affairs’ Assistant of the (CEO) Mr. Muhannad Fadel, and Deputy Special Representative of the Secretary-General of the United Nations for Electoral Assistance in Iraq.
To secure the simulation process in (7,766) polling stations, the Supreme Security Committee for Elections, in the presence of Judge (A’amer Al-Husseini), conducted a military and security exercise at the level of governorates (not in the KR), in all electoral centers; to ensure the security and safety of elections for Special and public voting days.
The members of the Board of Commissioners were assigned to follow up on the field work of the governorate electoral offices (GEOs) under a ministerial order; To review its preparations and readiness for polling day in the governorates included in the local elections. As Judge (Ali Rashid), inspected the Salahudin electoral office, Judge (Daham Akram) inspected Maysan and Basra electoral offices, Judge (Amer al-Husseini) inspected the Al-Qadisiyah electoral office; these field inspector visits were to discuss the offices’ preparations and readiness for election day, and to view the rates of distribution of the biometric voters’ cards.
Meanwhile, a member of the Board of Commissioners, Judge Hussein Abdel-Sada, was appointed head of the follow-up and supervision committee in the Kirkuk Electoral Office; to follows up on the work of the electoral office and its readiness for polling day, in addition to following up and inspecting the work of the registration centers, warehouses, and the office’s audit center in the field. The judge discussed with a delegation from (UNAMI) United Nations Electoral Assistance Mission in the electoral office, in the presence of Mr. Ali Saleh the Administrative and Financial Affairs Assistant of the (CEO), and the Director of the Kirkuk Electoral Office. As they discussed the progress of the electoral process, the ongoing preparations for the Governorates council elections, and the mechanism for distributing the biometric voter card, in addition to their visit to the Kirkuk operations command headquarters to discuss the security plan drawn up to protect the Commission’s headquarters, warehouses, and registration centers, and how to take all security procedures and measures to protect voters’ access to the polling stations, as well as their preparations for the special voting day on December 16th .
To ensure work readiness, the (CEO), Judge Abbas Al-Fatlawi, met online with the (GEOs) daily; to follow up and keep up with the technical, procedural, logistical and security preparations for the process of distributing the biometric voter card and the voting process, as well as following up on the readiness of the warehouses in accordance with preventive and security safety procedures, and the mechanism for preserving electoral materials and equipment.
With the technical and logistical preparations for the voting ; the Affairs of Political Parties and Organizations Department, through its Division, continues to follow up and supervise the conferences held by approved political parties to elect new leadership bodies in accordance with the internal regulations of those parties, and continues with field visits to the parties’ headquarters; to inspect the records, documents and documents that must be available in party headquarters in accordance with the articles of the Parties Law No. (36) of 2015, while the Director General of the Department, Dr. (Heman Tahseen Hameed), constantly receives a number of members of the House of Representatives, and representatives of political parties, to discuss the legal aspects in Parties registration, and the mechanism for following up and supervising them.
