Weekly Statement

The Board of Commissioners (BoC)approves procedures regulating the electoral process. 

• The President of the Republic calls on various media outlets to support the electoral process.

• (38) Licensed political parties have the right to participate in the Kurdistan Regional Parliament elections.

• The chief of the Board of Commissioners and the (CEO) follow up on the preparations of the (GEOs) for the polling day.

• The (IHEC) distributed (1,553,482) biometric cards to registration centers OF(13) electoral offices.

Weekly Statement

The Board of Commissioners of the Independent High Electoral Commission held a regular meeting on the 14th of November; toratify the voting procedures of the Iraqi-Kurdistan Regional Parliament Election for the year 2024. The (BoC) also decided the right of political parties approved in accordance with the Political Parties and Organizations Law No. (36) of 2015, and the Kurdistan Region Parties Law No. (17) of1993, or either of them, to participate in  theprocess of electing the Parliament ofKurdistan region and the region’s governorate council elections.  The total number of approved parties is (38), including (17) political parties registered in the region that have adjusted their legal status under the Law of Political Parties and Organizations. The(BoC) also discussed a draft system ofregistration and certification of lists of candidates for the election of the Iraqi-Kurdistan Region Parliament Election in anspecial meeting.  It was held on the 16th of November and included organizational aspects of the work of the (IHEC).

An exceptional support was provided by the presidencies of the Republic and the Cabinet (Council of ministers) to hold the governorates councils’ elections on the 18th December 2023, in accordance with international standards, and the importance of the pioneering role of the media in delivering reliable information about the work of the Electoral Commission and transmitting it to citizens, and its contribution to creating an educated society that is adhered with electoral culture. This was confirmed by the Chairman of the Board of Commissioners, Judge (Omar Ahmed Mohamed), in his speech at a conference held under the patronage of His Excellency the President of the Republic, entitled “The Role of the Media in Enhancing Participation in Elections“, which was held by the Presidency of the Republic – the Council of Advisors and Experts– at Baghdad Palace; in the presence of members of the Board of Commissioners(BoC), the representative of the United Nations Secretary General Mrs. Jeanine Hennis Plasschaert, number of officials, advisors, and media experts. In this meeting, His Excellency explained in the importance of media outlets in urging voters to participate in elections, and consolidating their culture of accepting the results of the elections.

Meanwhile, the Chief Executive Officer (CEO) Judge (Abbas Al-Fatlawi), explained the preparations of the Commission and its role in enhancing electoral participation.

As part of the preparations of the (IHEC)for the polling day on 18th December 2023; the Chairman of the (BoC) , Judge Omar AhmedMohammed, the (CEO) Judge Abbas Al-Fatlawi, and his assistant for technical affairs, Mr. Muhannad Fadel Abbas, held a meeting with the managers of GEOs of all governorates, managers of departments in the national office, and members of the operational committee; to discuss the preparations of the electoral offices and their readiness in preparing polling centers, auditing, and securing warehouses.

For field follow-up of the (GEOs), the Chief Executive Officer (CEO) Judge (Abbas Al-Fatlawi), visited the SulaymaniyahElections Office to review the progress of the office’s work from the administrative and technical aspects, emphasizing the need to intensify efforts to preserve the rights of the displaced in the Kurdistan Region. Meanwhile, Mr. Ali Saleh Jaafar the (CEO)’s assistant of for administrative and financial affairs, visited Erbil Elections Office to discuss the administrative and financial aspects.

As part of the series of workshops organized by the Women’s Support Committee to support and educate woman as a (voter, and candidate). Dr. Ahlam Al-Jaberi, a member of the (BoC) and head of the Women’s Electoral Support Committee, in an educational workshop held for members of the committee in the national office and (GEOs), confirmed the important role of women in the improving the social reality; through the support provided by the (IHEC). This was explained by Dr. Al-Jaberi, in the presence the (BoC) commissioner Mr. Ali Rashid Mohammed, in an educational workshop for the Women’s Electoral Support Team, which included the electoral law, the system for counting votes, and the quota for women.

Regarding biometric cards, (IHEC) has received (1,553,482) biometric cards from the provinces of (Baghdad Karkh/Rusafa, Nineveh, Kirkuk, Diyala, Anbar, Babil, Karbala Al-Muqadasah, Najaf Al-Ashraf, Wasit, Salahuddin, Al-Qadisiyah, and Muthanna), whcih they have been distributed to the registration centers of the electoral offices in these governorates. (IHEC) calls on voters of these governorates to receive their biometric cards to ensure their right in participating in the elections.

As part of the media plan for voting stage, the Department of Operations, in coordination with the Department of Media and Public outreach / Division of ElectoralRelations, and other division of the entitled job in (GEOs), held workshops to educateemployees of state’s institutions and departments, on the procedures of the voting mechanism and the distribution of the voter’s biometric cards.
