The board of commissioners at (IHEC) the Independent High Electoral Commission is keening on the continuation of the biometric registration project to ensure the constitutional rights of voters. under its instructions ,IHEC holds many workshops, educational seminars and awareness-raising meetings in official and semi-formal state departments and institutions, including the importance of biometric registration, its requirements and mechanism, with the continuity of the biometric registration process, as the commission registered ( 243.879) voters, urging voters to receive their biometric cards, the total of cards distributed for public voting ( 49.539), and ( 336,839) biometric cards for special voting, and (33,677) biometric cards were distributed for migrants and IDPs, with the attendance of ( 1,194) local observers, while (170) political party agents visited the registration centers. On a related context , the (GEOs) Governorate electoral offices continue to coordinate work to increase the ratia of the registration and distribution of the electronic cards’ processes through continuous meetings and assemblies with institutions, government departments and local organizations for the purpose of opening new outlets for registration and distribution, as well as coordinating with them in holding electoral awareness workshops, urging them to conduct biometric registration or receive a biometric cards, with the publication of explanatory letters concerning the statement of the commission’s procedures in this regard.
In order to achieve sustainable development of the work of the Independent High Electoral Commission in order to serve the implementation of its plans and programs effectively and realistically, work is being done through the training and Development Department and in cooperation with the international electoral assistance team to develop the skills of the commission’s staff and build their technical and administrative capabilities to provide them with the necessary experience to manage and organize electoral entitlements.
IHEC held several training workshops, including the complaints and appeals workshop and its role in the integrity of the electoral process, and the necessity of being adhered to applicable laws and international standards, indicating the methods of Investigation, classification and discussion of recommendations.
The commission, in cooperation with UN experts, also discussed the legal framework and the resolution of electoral disputes according to the bridge methodology and discussed the mechanism for educating stakeholders on the resolution of these disputes. On the logistical side, the Electoral Commission discussed with the experts of the international team the management and logistics planning.
On the other hand, the Electoral Commission, through the Office of the CEO, sought to coordinate work with the Ministry of education for the purpose of granting their employees letters of thanks and appreciation for their exceptional efforts in their work as coordinators of polling stations or as employees of registration centers in the offices of the electoral provinces in the elections of the Iraqi House of Representatives 2021
In a related context, the CEO instructed the managers of the (GEOs) the electoral governorate offices to ensure continuous security coordination with the security services and civil defense directorates to immunize GEOs, registration centers, mobile teams and warehouses of the Electoral Commission throughout Iraq, as well as to follow up the work of the preventive safety committees periodically to ensure the preventive aspects of the safety of stored devices and equipments, in addition to emphasizing on the committees that are specialized in charging the batteries of the results acceleration devices (C_COS & P_COS) to maintain them with the following up of maintaining the verification kits and V_SAT devices and sending them with scheduled register of their situation to the Department of operations and Information Technology .
The Electoral Commission is committed to the procedures of electoral integrity by taking the necessary legal measures in following up the cases of matching the fingerprints of voters participating in the process of electing the Iraqi Council of Representatives for the year 2021 in the competent courts through the legal divisions in the provincial offices and holding a legal workshop including a statement of the regulations and legal instructions for the work of the commission based on the relevant laws.
