IHEC is working on formulating a strategy based on scientific foundations to draw up public policies for the work of the institution through the strategic planning committee formed by ministerial order, as it held a workshop in cooperation with the International Foundation for electoral systems (IFES) to put forward and discuss the items of the five-year plan for it, at the end of the workshop it was concluded to develop a strategic plan for the years (2023-2027).
In, another context, the Board of Commissioners approved the establishment of functional units concerned with the registration of voters abroad in the competent departments and sections, to ensure their right to vote in the upcoming electoral benefits, as this step came after an extensive study prepared by spspecialized technicians specializedral Commission.
In a related context, IHEC registered (135,838) voters, including cases of updating (addition, deletion, correction, registration of displaced persons and security forces), as the (third KARMA )Center in Anbar province the highest percentage of registration reached (5.401) voters and distributed (280.362) cards for public and private voting and displaced people, also (CALAR) Center in Sulaymaniyah province issued the highest distribution percentage, reaching (1.935) voters, the two processes are underway in the presence of (833) local observers, while (162) political party agents visited the registration centres.

In line with this, IHEC is working hard to develop the biometric registration system, starting with holding a meeting with specialized international technology companies to be equipped with the biometric registration system service which is nominated by the Electoral Assistance Office of the United Nations Assistance Mission for Iraq (UNAMI), to identify its technical potential and similar work carried out in this field.
On the other hand, IHEC appreciates the efforts of the Electoral and operational contracts officers and appreciates their prominent role in the success of the parliamentary elections in 2021, therefore, it formed a legal administrative committee whose task is to implement what is stated in the letter of the Ministry of Finance containing the hiring of contracts staff, whose contracts’ services agree with the legal period of hiring. The committee began its work in coordination with the managers of GEOs, to work on preparing an electronic database using electronic form if information containing the data of the contract-staff to seek their hiring rights.
The Electoral Commission pays great attention to the segment of voters with disabilities ,and is working to provide an appropriate environment to facilitate their registration and voting processes. A committee has been formed headed by a number of members of the board of Commissioners to take the necessary measures to facilitate their participation in the upcoming electoral benefits by discussing a draft action plan that guarantees their right to vote.
In the field of review and evaluation, under the supervision of the chairman of the board of Commissioners and his follow-up, the committee for writing the comprehensive report for the process of the election of the Iraqi Council of Representatives 2021, is about to finish it, as it includes the performance of IHEC during all stages of the electoral process with the Annexes of the regulations and instructions ratified by the board of Commissioners based on the laws related to its work.
To move forward with the steps of cooperation, which positively reflects on tthe awareness of voters about their electoral rights, IHEC continues to organize educational seminars in the GEOs, including the offices of Al-Karkh and Rusafa, one educational seminar was done for the staff of the Human Rights Commission, and the other was for the staff of the Office of ( Baghdad governorate). these seminars explained the biometric registration mechanism and its importance, and the distribution of the Biometric Voters Cards. a mobile team sent from the Baghdad/ Rusafa electoral office, had attended the seminar’s axes to register and update the staff data, in addition to coordinating and communicating with official and semi-official institutions to obtain official approvals for the deployment of mobile biometric authentication teams, to register employees and citizens who have not previously registered biometrically.
