Under the institution of the Chairman of the Board of Commissioners, IHEC _ through its legal representative_ follows up the Federal Supreme Court’s proceedings , as the Commission is the other party , and related to the process of distributing seats and achieving the quota for women. No less than 25% of the seats in the Iraqi Council of Representatives was achieved according to the Iraqi constitution and laws, at the level of all electoral districts, where the legislator – based on the law – made (83) electoral districts with the minimum quota for women in the House of Representatives, and then the results of the parliamentary elections of 2021 resulted in the win of (95) women , (55) of them were based on the votes obtained, and (40) women according to the quota as stipulated in the instructions of the Elections Law.
To enhance technical and practical knowledge building and with the high interest of the CEO and as to the Ministerial Order issued by the Chairman of the Board of Commissioners ; work was coordinated with the United Nations Electoral Assistance Team in Iraq (UNAMI) for the purpose of improving staff skills in the logistical planing, scheduling and management of warehouses, data registration, examining the electoral materials and the process of transferring them in preparation for the upcoming election benefits.
In a related context, the Commission discussed, in a meeting held by the Vice-Chairman of the Board of Commissioners with the international team (UNAMI), a mechanism to support the institution’s work in various electoral aspects, and to enhance and develop the capabilities of the Commission’s staff to increase their cumulative experience for the success of the upcoming electoral processes.
On the other hand, the Central Committee for the One-Day Polling Staff for the October 2021 elections; held a meeting to discuss the latest developments in the work of disbursing the financial dues to polling officials in the governorates and follow up the committee’s work in communicating with the office of the Kurdistan Region Electoral Commission, which in turn initiated the process of distribution and disbursement of financial dues to the three regional electoral offices (Erbil, Sulaymaniyah, Duhok ), as well as following up their preparations of distribution on the polling staff .
IHEC continues through the registration centers of the GEOs the process of distributing the electoral cards withdrawn on the special voting day, in addition to distributing the electoral cards to voters who did not receive them previously. It also continues to complete the biometric registration process for those who were not previously registered, including newborns, until 2004. The Commission registered (71,136) voters, with the distribution of (131,743) biometric voter cards, for the public voting (11.395) cards, (111,198) cards for special voting, and (9,150) cards for the IDPs and immigrants .

Within the framework of training and staff development, the Training and Development Department of the Electoral Commission launched the (election day) project, which was launched in all electoral offices, targeting employees of registration centers. the project includes several aspects, such as :- (electoral procedures, electoral management forms, legal frameworks, cybersecurity, voting procedures according to the electronic system, the mechanism for tabulating and announcing results) and other electoral aspects.
With the approval of the Chairman of the Board of Commissioners and the CEO, a committee was formed to count the contracted-service years of all contracted_ employees with their years of service outside IHEC in the official institutions to be prepared until the approval of the general budget.
IHEC seeks to communicate and participate in festivals, workshops, seminars and conferences organized by ministries, institutions and local organizations; To extend bridges of cooperation to promote democratic practices, which was represented by the participation of a delegation from the Baghdad / Al-Rusafa Elections Office in the closing ceremony of the activities of( Baghdad is the capital of Arab youth) , as well as the participation of the Baghdad / Karkh Elections Office in the 23rd Baghdad International Book’s Fair; For the purpose of updating citizens’ data in accordance with the biometric registration project to issue the electoral card and to ensure their right to participate in the elections, by allocating an area in the fair land where the biometric registration teams is there to provide clarifications about any information regarding citizens’ data in the voter register, and to conduct a media campaign and distribute posters and advertisements to urge the Voters to register biometrically and receive the biometric card.
