With the relentless effort of the Chairman of the Board of Commissioners, Judge (Jalil Adnan Khalaf), IHEC has fulfilled its administrative and financial obligations towards more than (300,000) polling officials who participated in the election process for the House of Representatives that took place in October 2021, by tabulating their names and data, and coordinating with the Ministry of Finance to grant them their financial dues, as well as coordinating with the Presidency of the Council of Ministers to grant books of recognition and appreciation to state’s employees who worked as polling officials, and to the professors who supervised the work of the electoral centers.
As to the institution of the (CEO) chief of electoral office , Judge (Amer Musa Al-Husseini) on the necessity of activating memorandum of understanding and cooperation with formal and semi-formal institutions and bodies; the legal department of the Electoral Commission began working on implementing the requirements of this order with the Ministry of Commerce, the Communications and Media Commission and the Iraqi Media Network, and started discussing ways of communication and cooperation with them in all Media and administrative aspects. work is still in progress.
The Board of Commissioners continues its efforts to consolidate the administrative and organizational structure of the Commission by working to organize the administrative and technical work of the Commission by selecting qualified employees in terms of taking into consideration the educational attainment, practical specializations and years of service, as well as follow up to employees according to the laws regulating institutional work such as State Employees Discipline Law No. ( 14) for the year 1991, and the Civil Service Law No. (24) for the year 1960, so IHEC has formed legal committees specialized for this , including a committee to follow up Dual Career issue, to take deterrent legal measures against violators.
As for the technical side, the technical staff in the Procedures and Training Division / Operations and Information Technology Department are working to train the employees – who are not technically competent- in the departments and sections in the National Office, through holding continuous training workshops to explain the procedures for voting, sorting and counting, and training them on how to use electoral devices (the P- COS, VVD,and the VSAT devices).
While the processes of the voter’s card distribution and biometric registration continues; the units of media and Mass Communication at the offices of the GEOs preparing educational and motivational materials, and illustrative messages related to IHEC procedures taken for the registration process and published in the official sites, as well as the video film educational materials to be published at IHEC’S official website and its official social media networks , in addition to coordinate with the institutions and departments, universities, institutes and civil society organizations, and holding educational workshops, seminars, and conferences; to educate voters and encourage them to visit the registration centers near their residence areas to conduct the biometric registration process for those who didn’t register their biologic data especially newborn till 2004 to deliver the biometric voter card.
The registration centers of the governorate electoral offices, including the Karkh and Rusafa/Baghdad offices, had registered (60,322) voters, and distributed (95,846) biometric voter cards, for the public voting they were (8,851), (83,830) cards for special voting, and ( 3,165) voter card for the IDPs and displased people . The two processes took place in the presence of (250) local observers, and (119) political party agent , also (998) mobile teams were running with the support and backing of security institutions to register voters in displacement camps and state institutions, and targeting newborns , for the purpose of registering their textual and biometric data. On a related level, the Chairman of the Board of Commissioners, the chief Electoral Office , members of the BOC, and the Directors General hold a meting with the officials of the Registration Centers Affairs’ division of the electoral offices, to follow up their preparations of welcoming voters, and examine their commitment to the administrative laws.
