With the announcement of the final results of the 2021 Iraqi Council of Representatives election, the early electoral process conducted by the Electoral Commission in (83) electoral districts throughout Iraq in accordance with international standards based on transparency and integrity, where the ratio participation was (44%) from the Iraqi people in private and public voting where (9,623.601) voters casted their votes with a voter card (long and short-term).
The first step of conducting the electoral process began with the stage of biometric registration and updating voter data, accompanied with the process of registering competing candidates, parties and coalitions, followed by the distribution of the biometric voters’ card, the last of which was the polling stage, which took place under local and international observation and in the presence of candidate agents and political parties with wide media coverage where it received the approval and praise of the international community.
The electronic voters’ cards (short-term) were withdrawn from (691,162) voters within the process of polling. IHEC is also working on registering and tabulating these cards in coordination with the GEOs to be destroyed lately. IHEC also working on registering and tabulating the biometric cards that were not received and those which were withdrawn during the special vote which were about (812,915) biometric cards within a program prepared for this purpose to resume the distribution process after the Board of Commissioners decided that to be in force.
On the other hand, and in regard to the logistical issues, IHEC retrieved all the materials related to the polling date such as the about (57,944) VVDs electoral devices ,and the C-COS device, as well as sensitive and non-sensitive materials. they were kept in the warehouses of the National Office and the electoral governorates offices, taking into account the security measures and preventive safety measures necessary for their preservation.
On the other hand, under the direct instruction of the Chairman of the Board of Commissioners, Judge (Jalil Adnan Khalaf), the commission’s departments and sections should prepare detailed reports on their performance in the electoral process stages in order to identify the strengths and weaknesses points in the implementation of tasks and to get used of the lessons learned from them in implementing the subsequent electoral processes.
In joint coordination between IHEC, the United Nations Assistance Mission (UNAMI) and the International Foundation for Electoral Systems (IFES), IHEC is intending to prepare training programs to develop the electoral capacities of the staff of IHEC in various specialties
With the hard work and follow-up of the Chairman of the Board of Commissioners, (1,333) contracted employees who meet the legal requirements, were hired. efforts are still ongoing by the Council for the purpose of converting the electoral contracted employees into operational contracted staff because of their accumulated experiences that were part of the efforts to make the 2021 Iraqi Parliament elections successful. .
