Weekly Statement

The Board of Commissioners of (the Independent High Electoral Commission) (IHEC), hold its exceptional session on 24th of this September; to ratify (1191) lists of candidates of alliances, parties, and individual candidates. Including (368) women candidates, with the beginning of the electoral campaign, started on Wednesday, September the 25th , until twelve o’clock at night on Tuesday, 15th October 2024; as stipulated in the Law of the Election of the Parliament of the Kurdistan Region / Iraq) in Article ( 25 / I).

With the launch of the electoral campaign of alliances, parties, and candidates; IHEC calls for adhering to the (regulations of the electoral campaigns) regulation no. (2) Of 2023 to organize the method of their campaign in order to avoid violations. Hence, IHEC has formed central and sub-committees to follow up and monitor electoral campaigns.

In order to build bridges of communication with the stakeholders, including international and local organizations, the Chairman of the Board of Commissioners, Judge (Omar Ahmed Mohamed), commenced his speech saying that: – (democracy is one of the universal basic values and principles, and respect for human rights and fundamental freedoms and the principle of holding periodic and real elections by universal suffrage is one of the basic elements of democracy). This speech was when he attended the opening of the project “Democracy and Transparency: Empowering Civic Participation and Media Freedom”; which was held by the Norwegian People’s Aid Organization and electoral networks (Shams, Tammuz, Ain).

The judge also stressed on the importance of the presence of international and local observers in all democratic practices, being one of the Guarantees of transparency and integrity of the electoral process. IHEC continues registering (5024) political party agents, (159) international observers, and (733) local observers, to be accredited in regional electoral offices, to grant them their special identification badges.

the courses of action to the operational schedule, the Chairman of the Central Committee for Managing (the Parliament Election Process of the Iraqi Kurdistan Region 2024), Judge (Amer Al-Hussaini), chaired a meeting, which included his technical assistants Mr. (Muhannad Fadhel), and his administrative and financial assistant Mr. (Ali Saleh), and members of the Central Committee in the committee building in Erbil Governorate; To study the terms and stages of the progress of the operational schedule in terms of distributing (150.978) biometric card, as IHEC will continue to distribute it in registration centers up to the 20th  October, 2024; To provide the greatest opportunity for voters to participate on polling Day.

 

As a result of the active role played by stakeholders in ensuring its integrity and of their significant role in disseminating electoral outreach and encouraging active participation on polling day, IHEC met with satellite channel officials and agents of political parties at educational seminars held in the (Kurdistan Region) under the chairmanship of the Chairman of the Central Committee for the Management of (the Parliament Election Process of the Iraqi Kurdistan Region 2024) Judge (Amer Al-Hussaini),

With interest of IHEC in women’s political rights and supporting them in the upcoming elections as voters and candidates, the Women’s Electoral Support Team launched its plan prepared to conduct the election process of the Iraqi Kurdistan Regional Parliament Elections 2024, by holding a training workshop for women candidates, under the supervision and attendance of the member of the Board of Commissioners, Head of the Women’s Electoral Support Team, Dr. (Ahlam Al-Jaberi), and the attendance of the member of the Board of Commissioners, Judge (Ali Rashid); To educate and sensitize women candidates on IHEC’s procedures.

Members of the Board of Commissioners continue working members of the committees supervising electoral offices, registration centers and warehouses in the four electoral districts of the Kurdistan Region, accompanied by the Commission’s Directors-General; To follow up on the work, examine and discuss preparations and arrangements under way; In order to fully backup and support the holding of the election event on (20 October 2024) in accordance with international standards.

In another context, as part of the Electoral Commission’s readiness for polling day, on 26 September 2024, the Commission began training the polling staff of approximately (41,000) polling officers on the polling mechanism of using the electronic electoral devices which will be used on polling day to conduct of the Kurdistan-Iraq Regional Parliament Elections, 2024.
