After full support for the work of the Independent High Electoral Commission in Iraq (IHEC) from the Presidencies of both:- the Iraqi Council of Ministers and Representatives, in conducting the provincial council elections in accordance with international standards, and confirming that they will be held on the fixed date of next December 18th , in the meeting of the two presidencies with the Chairman and members of the Board of Commissioners, the Commission continues its work at a steady pace in implementing procedures of the voting phase in preparation for the national election, the Board of Commissioners held regular and special sessions throughout the week since the 29th October 2023, in which it approved the names of the candidates participating in the electoral race, numbering more than (5,900) candidates after completing the process of verifying the eligibility of candidates. In addition to organizing the work related to preserving and scheduling the names of candidates and their files.
Member of the Board of Commissioners, Judge (Amer Al-Husseini), discussed contributing in the media campaigns to educate voters and urging them to participate in elections with security media cell for the elections deriving from the Supreme Security Committee for Elections, and the participation of the security forces in the elections through their role in protection polling centers, besides that they will participate in the special voting as voters. Th meeting was held meeting in the National Office of IHEC, in the presence of the Prime Minister’s advisor, the spokesman for the Joint Operations Command, the director of the Information and Mass Communication Department, his assistant, and officials of the relevant department’s divisions.
IHEC, in the presence of a member of the Board of Commissioners, Al-Husseini, conducted the experimental simulation of the special polling day in the Joint Operations Command and the Popular Mobilization Command. Over two consecutive days; To clarify the procedures for special voting for members of the security forces in the 2023 Governorates council elections.
As the electoral event is on the horizon, the Election Commission formed the Central Committee for Auditing Centers, to follow up on the work preparations in the audit centers affiliated with the governorate electoral offices (GEOs), and to coordinate their work with the subcommittees in the fifteen non-regional governorates, and whose work began from the Baghdad/Karkh Election Office, to inspect the qualification of the audit center, and to prepare the requirements for the local elections according to the articles of the amended Governorates Council Elections Law For the year 2023.
While the (IHEC) has completed the training workshops on general and private voting procedures for the local elections, the two training levels for the specialized employees in the national office and the governorate electoral offices, and is preparing for training of the last level (206,429) polling employees, who were selected according to the electronic central lottery conducted by the Commission on 22ndOctober 2023.The Prime Minister directed to inform all ministries and entities not affiliated with a ministry, to free up polling staff for two hours a day, specifically those whose names appeared, in order to train them in courses, on voting mechanisms.
While the Board of Commissioners set the first of this November to start the electoral campaigns, IHEC formed the central and sub-committees to follow up on violations of electoral propaganda, and coordinated the work with the Baghdad Municipality and the municipal departments for field follow-up, and with the Media and Communications Commission to observe the various media outlets, as well as committees to watch over social media.
The Board of Commissioners confirms that the Commission will take the necessary legal measures against individuals who violates the conditions of the electoral campaign system, and not adheres to the regulations and instructions issued by the (BoC), in order to preserve the integrity and fairness of the governorate council elections scheduled to be held on 18th December 2023.
