Weekly Statement
The Board of Commissioners (BoC) of the Independent High Electoral Commission (IHEC) held its regular meeting on the 15th October 2023, and two special meetings on 17th and 18th of October 2023, to discuss several decisions, which included the ratification of the final numbers of quantities and numbers of electoral materials required for the (Non-Governorates Council Elections 2023), the final register’s forms of the voters for polling stations, and the Wall Hanging Lists of voters, for the upcoming elections, as well as the ratification of the 19th October as the closing date of receiving names of the replaced candidates who replaced the excluded candidates, under the decisions of the Board of Commissioners, and other decisions related to the exclusion of candidates or their return to candidacy according to the results of verification or acceptance of the appeals submitted.
In light of the importance of women role, as (IHEC) paid great importance to the political rights of women (voters and candidates) and supports them in upcoming elections; a member of the Board of Commissioners, (Dr. Ahlam Al-Jabri), participated in a seminar on (Supporting Women in Elections and Protection Mechanisms) organized by the Advisors in the Presidency of the Republic, as well as her participation in the first legal conference, which was held in the presence of number of judges, deputies and lawyers.
The (IHEC), through the Director General of the Department of Political Parties and Organizations Affairs, Dr. (Hayman Tahseen Hamid), participated in the introductory workshop held by the Ministry of Planning on the framework of cooperation between the United Nations and the Iraqi government for sustainable development, the doctor also discussed with the Director General of the Prevention Department in the Federal Integrity Commission, the foundations of joint cooperation for the application of laws related to work, the heads of political parties and their founders, should be informed to adhere to apply the laws of the Federal Integrity Commission illegal gain, in addition to that, the specialized administrative in the electoral governorates’ offices, continues to follow up the activities of political parties operating in all governorates that have an official establishment license from the IHEC, and to attend the periodic conferences held in accordance with their internal regulation and in accordance with the Political Parties Law No. (36) of 2015.
As the Board of Commissioners accredited the forms of the final voters’ register, the number of biometrically registered voters in the fifteen governorates that are not organized in the region reached to (16,158,788) voters. (15,108,135) voters for public voting, and (1,002,393) voters for special voting concerning armed forces and security services, and (48,260) displaced persons, and with the ratification of the Board of Commissioners on the final deployment of polling stations and centers for public and special voting and displaced persons, the number of polling stations reached (7766) centers, with a total of (38,040) voting stations.
The technical staff of the Independent High Electoral Commission (IHEC) had started the hierarchical training process since the 15th October 2023, as the process includes training staff and preparing them to work on electoral machines on polling day. The training process will be implemented on three levels, the first level includes data staff in registration’s divisions of the electoral governorates’ offices. The second level including training employees of Registration’s centers; then the third and last level to train the polling officials who will participate in the fourth and final simulation, to guarantee acquiring experience and skills which are crucial in using the electoral devices of voting day.
The media department in the Electoral Commission (IHEC) has participated in the periodic meeting of the Governmental Media Team, to discuss the achievements of (IHEC) in media aspects concerning voters’ awareness and education through the preparation of media campaigns, the establishment of seminars for stakeholders, the mechanism for securing its work data through cooperation with cybersecurity, and ways to develop and activate social media platforms and official websites.
