* To ensure the success of the governorate council elections, the government provides full support to the work of IHEC.
* The board of Commissioners (BoC) approves the regulations for the work of the partners of the electoral process.
* The chairman of the (BoC) and the Chief Executive Officer (CEO) met with the directors of the electoral offices.
* The IHEC adopts the mechanism of cooperation with ration-car’s centers in biometric voters’ registration.
* The IHEC is preparing a number of proposed forms for the ballot paper.
Weekly Statement
After the meeting held between H.E the prime minister, the chairman and members of the board of Commissioners in the presence of the directors general of the Independent High Electoral Commission on 22/5/2023, in which H.E provides IHEC the government’s full support for its work to achieve success in the governorates council elections with full integrity and impartiality to be held in December/2023; the board of Commissioners held an extraordinary meeting; to ratify the regulation related to the work of the (Directorate of media and Public Outreach). Another extraordinary session was held also to organize the work of the registration centers (RCs) of the GEOs, in order to ensure the smooth completion of the work under with the regulations and instructions issued by the council.
In the context of communication with the Stakeholders, the chairman of the board of Commissioners, judge Omar Ahmed Mohammed, in the presence of his deputy judge Fayad Yassin Hussein, in addition to two members of the (BoC), judges Amer Musa al-Husseini and Ali Rashid Mohammed, they discussed with a delegation from (ROYAA development group) which is specialized in training the mechanisms of implementing developmental and educational workshops for the staff of the commission.
While (CEO) Judge Abbas al-Fatlawi, discussed with the head of the Iraqi media network ways to cooperate in printing some electoral materials, confirming renewing the media work with them in preparation for the December 2023 governorates council elections.
In the context of preparations for the upcoming local elections, the Chief Executive Officer (CEO),Judge Abbas al-Fatlawi, approved the mechanism of cooperation with the Ministry of commerce by work coordinating and cooperation with the ration centers, through the joint work between IHEC’s staff and the staff of the ration Centers; to work on registering the unregistered voters biometrically , and the distributing voters’ cards to those previously registered in the time when updating their ration card.
As a follow-up to the work of the GEOs, the judges, the chairman of the (BoC), met with the Secretary-General of the Board, and the Chief executive Officer the (CEO) and his two assistants for both affairs, technical, and the (administrative and financial), who all met with the directors of the GEOs ,at the headquarters of IHEC; to discuss the readiness of the GEOs for the upcoming electoral process in accordance with the amended electoral law of 2023, in which they discussed choosing locations for the Audit Centers and preparing their requirements, taking into consideration the preventive safety of the GEOs , RCs ,and their warehouses.
With regard to the processes of voter registration and distribution of biometric voter’s card according to the latest statistics registered with the IHEC, the number of registered voters was (886.206) voters, including (189.465) 2004’s newborns voters, and (91.050) voters of 2005 newborns. while (1.172.738) cards were distributed. As (485.527) biometric cards were distributed for public voting, and (635.170) biometric cards were distributed for special voting concerning members of security Devices and armed forces. While cards for the IDPs and immigrants were (52.041) Card, the process was carried out in the presence of agents of political parties and local observers.

In line with the preparations for the electoral work, the Information and Public Outreach /Design Division, prepared number of proposed forms for the ballot paper, which was reviewed by H.E the Prime Minister, and according to the electoral districts contained in the amended electoral law of 2023. The Directorate of Operations and Information Technology has formed a team of specialized staff in its logistics, security and occupational safety divisions; For the purpose of creating warehouses to preserve the requirements of the electoral process. IHEC is also working on analyzing and matching the data of voters registered during continuous biometric registration; For the purpose of preparing a sober voter register in accordance with international standards, and to be prepared for the printing phase of the biometric card.
