The Chairman and members of the Board of Commissioners (BoC) of the Independent High Electoral Commission of Iraq (IHEC) held their ninth session on 3/20/2023; to discuss the overall quarterly reports that include the procedural, operational and media work of the Commission; to follow up on the suitability of what has been achieved in regard to the elements of the strategic plan for the development of electoral work paths and to diagnose notes to solve them.
As to the upcoming electoral entitlements, both, the chairman of the (BoC) and the chief executive officer (CEO), have discussed with the president of the Iraqi Council of Representatives the law for the elections concerning the provincial councils that are not organized in a region, the technical preparations, and the legal and financial work requirements that must be met to conduct the electoral process.
As the Board of Commissioners is keen to the permanence of work in line with the standards of quality, the Chairman of the Board of Commissioners discussed ways of cooperation with the International Foundation for Electoral Systems (IFES) in building the capacities of the Commission staff and developing their skills to serve the electoral process in Iraq.
As part of the field follow-up conducted by members of the Board of Commissioners in implementation of the ministerial order which stipulates following up the work of the governorate electoral offices (GEOs), members of the (BoC), accompanied by the (CEO’s technical assistant, and the administrative and financial assistant with number of employees, to visit Wasit and Babel’s electoral offices; to follow up the work’s mechanisms and plans that have been set for the success of the biometric registration project and the role of the mobile teams; pointing to the necessity of registering the young voters born in 2004 and 2005, as well as emphasizing the facilitation of work procedures with regard to the segment of the disabled and people with special needs, emphasizing the need to follow the instructions related to the civil defense And occupational safety, in order to preserve the electoral work environment.
In the context of work follow-up, the member of the Board of Commissioners met with the coordinator and managers of the registration centers (RC) of the eleventh electoral district of the Baghdad / Karkh electoral office online, in the presence of the technical assistant of the (CEO), and the technical staff; To follow up the ratio of both, biometric registration and cards distribution, and the means used to reach to the voters by facilitating the work of mobile teams to ensure the rights of voters.
On the technical side, the number of biometrically registered voters was (209,700), including (159,038) voters born in 2004, and (38,598) voters born in 2005. the (RCs) distributed (521,950) biometric cards. (313,983) cards distributed for general voting, and (586,000) cards for private voting related to members of the security services and the armed forces. (50,538) cards were distributed for the IDPs and the immigrants.
Both, the Biometric registration and cards distribution took place in the presence of (2,151) local observers and (359) political party agents.

The electoral governorate offices (GEOs) continue to publish explanatory messages regarding the statement of the commission’s procedures regarding the biometric registration and inviting previously registered voters to receive their electoral cards through a number of local media outlets in the governorates.
And in the framework of working hard to cooperate with government institutions regarding the development of staff skills in state institutions, (IHEC), through its training team specialized in preparing trainers, implemented a series of training workshops for preparing trainers (TOT), in addition to the continuation of the (GEOS) in spreading electoral awareness at number of official institutions and their departments and semi-officials regarding the biometric registration process and the distribution of the biometric electoral card.
And as a continuation of the student education project in schools which is aimed at spreading electoral awareness; the governorate electoral offices, in coordination with the Ministry of Education and its directorates in the governorates, continue to implement the projects (electoral share) and (student parliament elections) in order to spread electoral awareness among students, especially for those who will reach the legal age which qualifies them to participate in the electoral process.
