The Chairman and members of the Board of Commissioners (BoC) of the Independent High Electoral Commission in Iraq (IHEC) held their fifth regular session on 8/02/2023; To discuss the agenda, including the candidates of previous years, to prepare a reliable database that includes the names of all the candidates approved by the Board of Commissioners of IHEC.
In the frame of the field follow-up, the CEO and his administrative and financial associates visited Al-Anbar Electoral Office and a number of registration centers. To follow up on the plans set for biometric registration of all voters in the governorate, and the mechanisms for distributing voters’ cards, in cooperation with stakeholders and supportive institutions; In addition to following up their commitment with the administrative and financial instructions of IHEC.
In the frame of follow-up, the CEO held a meeting with the manager’ assistant of the Operations and Information Technology Department and its divisions’ officials, in the presence of the CEO’s technical associate; to review the work of the committees that had been formed to supervise the work of the GEOs and their achievements. The CEO instructed the committee to follow up the work of the Baghdad / Rusafa governorate elections office by field-visits, which in turn met to discuss the procedures for biometric registration, and the suggestions of developing the mechanisms related to distributing the biometric voters’ cards.
within a series of an online meetings, the member of the Board of Commissioners met with the directors of the registration centers of the first constituency in Baghdad / Rusafa Governorate Elections’ Office, to see directly the most important developments in the work related to the registration process and the distribution of the biometric cards, as she instructed them to the necessity of being obliged to the administrative and technical instructions that contribute in preparing the Offices and to be ready for future electoral benefits.
In a related matter, the associate of the CEO for technical Affairs chaired a meeting with members of the Operations Committee in IHEC, to discuss the biometric voter registration procedures, including disabled, to ensure their right to participate in the democratic process.
In terms of biometric registration, the GEOs continue their coordination with agencies supporting IHEC, in deploying mobile teams to register voters biometrically, including those born in 2004.
While the national office and the GEOs continue to implement their media plans by publishing public information messages in different media outlets to clarify the commission’s procedures in this regard and calling on previously registered voters to receive their electoral cards via social media outlets in all governorates.
These efforts had resulted in the registration of (569,029) voters, while the registration centers distributed (976,782) biometric cards, classified as (202.427) cards for public voting, and (199.532) cards for private voting related to members of the security services and the armed forces. (350.48) cards were distributed for IDPs in the presence of a number of local observers and agents of political parties.

Under the guidance and follow-up of the Chairman of the Board of Commissioners, IHEC has issued its second edition of the electronic monthly newspaper entitled (Electoral Culture) through the Department of Media and Mass Communication, which is concerned with electoral awareness. This came within the framework of indirect contact with the public to expand the base of electoral awareness and education. In regard to preventive safety procedures, IHEC is concerned with all its formations and buildings in an attempt to provide them safety according to safety and security standards and conditions. Therefore, the Civil Defense and Occupational Safety Department at the National Office and the competent divisions in the GEOs are coordinating with the Civil Defense Directorates and the Red Crescent Society on hold training workshops on occupational safety procedures and on the first aid.
