Weekly Statement
Based on the principle of joint cooperation between IHEC and state’s institutions with the completion of the database at the Electoral Commission ; the board of commissioners decided to approve the Coordination with the Ministry of Commerce to develop a mechanism for linking the electronic database and to exchange and update the information of food card’s database issued from the Ministry of Commerce and the database of the voter register of IHEC updated based on biometric registration; and through the process of distribution and activation of the new food card, in order to ensure the registration of all categories of voters, including new-borns, to ensure their participation in the upcoming electoral entitlements.
As part of the implementation of the items of the strategic plan for women’s empowerment, and to follow up the mechanisms of the team’s work in increasing the percentage of biometric registration for women and urging them to participate in the upcoming electoral entitlements; the head of the women’s Empowerment Team held series of meetings in the governorates electoral offices in (Baghdad/Karkh – Rusafa – Diyala – Anbar – Karbala-Najaf and Wasit), with the presence of a representative of the United Nations team (UNAMI), to provide full support and advice for the work of the team and specify obstacles that may face the implementation of the plan which aim to achieve gender balance.
From a technical point of view, and through field visits, the managers of the GEOs follow up the work of the registration centers throughout Iraq to check out the reality of the work flow and its effect on work’s accuracy and speed of the biometric registration and distribution of the biometric card, as IHEC continues conducting both processes :- the biometric registration of unregistered voters, and the distribution of biometric cards, in addition to the work of the roaming teams who register voters in the institutions and government’s departments, and in various districts of the governorates. The number of registered voters became (348,231) voters, while (527.107) biometric cards were classified, and ( 74.629) cards distributed for public voting, and (411.233) cards for private voting related the security agencies and Armed Forces. for IDPs and displaced persons, about (41.245 ) cards were distributed , and in the presence of (1.401) local observers and (189) political party agents.

In another matter, IHEC continues following up the performance of political parties and organizations registered by the Department of parties and political organization’s affairs, as well as parties wishing to register or change the name of the political party through the department itself or by the divisions of parties and candidates affairs spreaded in the GEOs, when the board of Commissioners approved the change of names of a number of political parties wishing to do so.
On the other hand, IHEC worked to document the Iraqi Council of Representatives election process that took place in 2021 through a documentary film that showed the most important stations of the electoral process in the national office and GEOs throughout Iraq, to be a historical picture archive that depicts the work of IHEC during this period and a document which reflects the honesty and impartially and fairness of this stage.
In a related matter, IHEC continues the process of voters’ education on the procedures of biometric registration and the distribution of the electoral cards and its importance through awareness workshops carried out by electoral office staff at the headquarters of government departments and educational institutions in the province, districts and block.
