the Chairman and members of the Board of Commissioners had decided to facilitate the participation of all voters, whether inside or outside Iraq especially the voters abroad who had been prevented from participating in the previous parliamentary elections as to the repercussions of the epidemic and others, hence the Board of Commissioners instructed to create a web page on the website of IHEC targeting the voters abroad to know their numbers and their locations. This page in going to be used in developing an appropriate plan for their biometric registration to ensure their right to vote in the next electoral event.
In a related context, the chief of the Electoral office directed all the electoral districts’s offices to prepare an electronic inventory of the biometric voters’ cards concerning the special voting and send them to the offices according to the voter’s ownership to begin the process of distributing the biometric cards through 1,079 registration centers throughout Iraq.
In order to preserve the electoral electronic devices, IHEC has formed a technical supportive committee to work with the quartermaster of the Commission.The committee is responsible for matters of testing, shipping and maintenance process of the electoral devices (VVDs,PCOS,VSAT) to ensure their durability and to address any defects that they might have exposed to.so IHEC addressed MIRU company to prepare a program and a technique to test, shipp and maintain these devices
On the other hand, the Board of Commissioners agreed to open the ballot boxes, for the sake of inventory and to sort their contents of sensitive and non-sensitive materials, as well as to set up a mechanism to destroy electronically preserved ballot papers in coordination with the Ministry of Industry and Minerals / State Company for Petrochemical Industries to reuse them.
With regard to polling officials, the Electoral Commission began distributing biometric cards withdrawn from them on polling day for the purpose of handing them their financial rewards. The rewards of polling staff for the Najaf and Muthanna electoral offices are currently being distributed through the distribution outlets in the state treasury in the province, and the financial treasuries in the rest of the provinces will be using the mechanism. The same after completing all the administrative and legal requirements related to the work of the Commission.
With regard to the continuity of institutional communication, the Electoral Commission works through electoral offices to build bridges of cooperation with state institutions related to its electoral work in preparation for the upcoming electoral benefits.
In cooperation with the International Foundation for Electoral Systems (IFES), IHEC is holding a workshop about the derived lessons , discussing several axes, namely: the voter register and voter card, rehabilitation and programming of electoral devices, electoral security, media and mass communication, parties and candidate affairs, and complaints and appeals.
