    With the success of the third and final simulation that was conducted in 2,179 stations across Iraq, and with the support of UNAMI the United Nations Assistance Mission; IHEC confirms today that it is fully prepared to hold the parliamentary elections on the 10th October in accordance with international standards, as the simulation was conducted under the supervision of the Chairman and members of the Board of Commissioners in the presence of H.E the Prime Minister and his advisor for electoral affairs, with international, national, and local presence, with the Korean company-the manufacturer of the electoral devices-, in addition to the presence of the German audit company, the cybersecurity, IFES the International Foundation for Electoral Systems, in coordination with the Supreme Security Committee for Elections, the Air Force, and the Army Aviation, to secure them.

    In another context, the Board of Commissioners agreed to hold a manual lottery to select the polling station in which the manual counting and sorting process will take place. Candidates, political parties and the media, where it was decided that the date of the lottery will be at 4:00 p.m on the special voting day and on the day of general voting.

    In line with the requirements of IHEC efforts and the necessary preparations for the stage, the Commission has prepared an operational plan for the euippment, transportation and retrieval of the logistical materials for conducting the electoral process for polling day.

    The Board of Commissioners issued a decision in which it sets the standard on which the voter participation ratia will be measured in the upcoming parliamentary elections for public and private suffrage. It was decided that the criterion will be set according to the ratio between the number of voters actually participating in the general voting process; and the number of voters who actually have a biometric and electronic voter card. Based on the provisions of Paragraph Four of Article (5) of the Iraqi Parliament Elections Law No. (9) of 2020, which stipulated that the voter should have a card.

    Under the supervision and coordination of the Chairman and members of the Board of Commissioners with the United Nations Electoral Assistance Mission (UNAMI), the international team hold a training workshop for officials of the results presentation units in all governorate offices on the mechanism of using the program for displaying the results of the upcoming parliamentary elections in the national office and electoral offices via large screens.

    In another context,IHEC continues distributeing the voters’ cards, which it started with from the fifth of last August until the end of fifth of October, i.e. 48 hours before the start of the special voting to reseive their electoral cards to preserve their right to vote.

    And in order to organize the propaganda campaign for the candidates, the Board of Commissioners issued a decision stipulating that six o’clock in the morning on Saturday 9/10/2021 will be the date for electoral silence and in accordance with the provisions of Article (22) of the Elections Law No. (9) of 2020.

    On the other hand, IHEC has coordinated with both of the ministry of higher education in the federal government, and that related to the regional government to provided the names of university professors who will supervise the polling stations to follow up on the electoral process, the Commission trained its staff on public and private voting procedures and clarified the authorities granted to them on polling day.

    Members of the Board of Commissioners and Directors Generals continue their field visits to the GEOs , their registration centers and warehouses; To watch over the preparations of the GEOs to provide the necessary needs and requieremnts on the day of voting, as well as to continue communication with the Supreme Elections Security Committee to secure the parliamentary elections.
