The Board of Commissioners (BOC) held its regular session on the 24th September 2023 to certify sensitive materials that include ballot papers, settlement forms, and results forms after completing the final design of the ballot paper samples that include (16) samples, including that for special voting. And (15) samples were designated for fifteen electoral districts in the governorates that are not organized in the region included in the upcoming governorates council elections scheduled to be held on December 18th 2023, and to adopt the data of displaced voters that have been audited and counted, as the number of displaced voters reached (47,417) voters. This was after matching and boycotting their data with the data of the Ministry of Immigration and Immigrants .
The second experimental simulation had been conducted in the presence of His Excellency the Prime Minister, Mr. (Mohamed Shiaa Al-Sudani) and a number of high-level figures, stakeholders, the audit company, the manufacturing company, and the United Nations Assistant mission (UNAMI) to rest the software of the electoral devices and the Transmission medium.
As part of the Government’s communication, the Vice-chairperson of the Board of Commissioners, Judge (Fayyad Yassin Hussein), and the Director- General of the Department of Political Parties and Organizations, participated in the workshop organized by the Ministry of Planning in cooperation with UNAMI; To discuss the draft working paper between the United Nations mission in iraq and the Iraqi Government in the area of sustainable development.

At the security level, the High Electoral Security Committee continues to hold periodic meetings to discuss several topics related to securing the upcoming local elections, providing the necessary protection to all buildings and facilities belonging to the (IHEC), as well as coordinating with the Civil Defence Directorates to take preventive safety measures to protect electoral warehouses and equipment.

The Independent High Electoral Commission participated in the observance of the World Sign Language Day on 23th September 2023, which was organized by (Dream organization) in cooperation with disabled people’s organizations, thereby ensuring the rights of persons with disabilities to participate in the democratic process.

The Independent High Electoral Commission in Iraq (IHEC) continues its periodic work follow up of the electoral governorates’ offices through field visits; To learn about the workflow and coordination mechanism in training its staff through the holding of development training workshops in various aspects.

With the entry of the critical phase and the beginning of the countdown to polling day scheduled for the 18th of December, IHEC shall deploy all its employees’ efforts and energies to implement the electoral entitlement with the highest level of transparency and impartiality and in conformity with the laws governing the electoral process; In order to implement this national entitlement, all partners must join forces to safeguard the voter’s interest in the democratic process. Therefore, IHEC hopes that all media outlets and civil society organizations interested in the electoral issue will work to raise community awareness of the importance of participating in the upcoming local elections; It has a positive impact on the process of peaceful handling of power, security and stability in our beloved country.
