Weekly Statement
The chairman and members of the board of Commissioners held a special sessions on 19th and 20th September 2023; to ratify the table of polling digits for coalitions, political parties, individual candidates for both, public and component seats for the governorate council elections scheduled to be held in 18th December 2023, granted by public lottery held on September the 17th in this year.
The chairman of the board of Commissioners, judge (Omar Ahmed), met with both organizations, the (human rights), and (the voice of the Iraqi disabled) in his private office, to discuss procedures and facilities to ensure that voters from groups with disabilities will go to polling stations and participate in the upcoming Non-governorates council elections. The (BoC) discussed the appropriate mechanism to ensure their rights and the extent of their applicability on the day of universal suffrage.
The board of Commissioners accredited the regulation of observers earlier and initiated the accreditation of international observers for the electoral process. The chairperson and members of the Board of commissioners met with a number of civil society organizations, including organizations in Kurdistan region to discuss IHEC’s preparations for holding the Non-governorates council elections, and the elections of the House of Representatives in the region. They also discussed the mechanisms of coordination and cooperation in spreading electoral awareness, to ensure the rights of voters pointing to their crucial role in imparting integrity and transparency to the electoral process.
A First meeting held at the HQ. of IHEC, by both judges, the Chief Executive Officer (CEO) of the electoral administration, Judge (Abbas al-Fatlawi), and judge (Hussein Abdul-Sada) member of the (BoC), with the attendance of Mr. (Muhannad Fadel Abbas), the (CEO)’s technical assistant of Technical Affairs, and the members of the (security media cell) emanating from the Supreme Security Committee for elections. They discussed the tasks assigned to them concerning educating and raising awareness to discuss the latest preparations for the upcoming local elections.
Judge Al-Fatlawi stressed that the media campaign requires unify efforts in spreading electoral awareness to urge voters to participate in the polling day. The Supreme Security Committee for Elections, headed by a member of the Board of Commissioners, (Judge A’amer Musa), held its meeting at the Commission’s HQ; to discuss the latest preparations for the upcoming local elections.
Representatives of the security services emphasized on increasing coordination in providing the necessary data for a sober voter register, and the movements of military units in ensuring the right of their member as voters got the right to cast their voices in the ballot boxes on the special voting day held on 16th December 2023, as well as providing full protection for all polling centers throughout Iraq.
In regard of achieving files of investigating the eligibility of candidates, the Cabinet had issued a presidential order that states forming committee on the application of Law on the Eligibility of Candidates. This committee held a meeting at the National Office in IHEC under the chairmanship of the Board of Commissioners, Judge (Hussein Abdelsada), the Secretary-General of the Board of Commissioners, Mr. Ali Faisal Daham, DG of the Directorate of Criminal Investigation and evidences ,the DG of the legal Department in the ministry of (Higher education and Scientific Research), representative of the national commission of justice and inquiry, and a representative of the Federal Integrity Commission. They discussed ways to facilitate and expedite procedures and abide by the specified time schedule of completing the work entrusted to the committee in auditing files and ratifying the Candidates nominated for the upcoming local elections.
On the technical side, IHEC is preparing to conduct the second simulation in (929) stations classified according to the number of registration centers in the fifteen (15) Non-regional governorates and stations in all electoral offices in Iraq. To verify the efficiency of the electoral devices (electronic verification device (VVDs), Accelerating results device (P-COS), and transmitter device (VSAT).Also it will help to train employees on the mechanism of operating the electoral devices to achieve the training levels for polling employees. It will take place in the presence of media outlets.
With the end of the period granted for voters of the Iraqi-Kurdistan region, the efforts of the registration centers’ employees, and mobile teams, resulted in updating the data of (310,160) voters.
