  • The (BoC) decided to extend the period of receiving lists of alliances and parties until the 20th of this August.
  • The (BoC) extended the period of voters’ updating biometric data process to five additional days.

Weekly Statement

 

          The Board of Commissioners (BoC) held its regular meeting on the 13th of August 2023 ; In which it decided to close the time of receiving lists of individual candidates on (13/8/2023) , and to extend the period of submitting lists of candidates for alliances and political parties who registered for the 2023 Governorates Council Elections until the end of working hours on (20/8/2023) .The (BoC) also decided to resume the biometric registration process for five additional days until the 20th  August 2023 in (15) fifteen Non-Regional governorates in Iraq-Kurdistan Region; to  give more time to voters for registering and updating their data, in addition to extending the period of updating voters’ register in the governorates of the Iraq-Kurdistan Region under a decision of the (BoC),for one month in preparation for the Kurdistan Region Parliament Elections on the 25th of February 2024) .

      The  Chairman of the Board of Commissioners, Judge (Omar Ahmed Muhammad), discussed with a delegation of civil society organizations in Iraq, the mechanism of coordination and cooperation in spreading electoral awareness in a way that guarantees the rights of voters; in the context of the role of local organizations in imparting integrity and transparency to the electoral process.

          After judge, the Chairman of the Council of Commissioners, has addressed the Presidency of the cabinet Ministers, regarding the demand of approving  granting a financial reward of (150,000) (one hundred fifty thousand dinars), and letters of thanks to polling officials including employees of state departments who will work as polling officials, and granting another financial reward amounted (250,000) (two hundred and fifty thousand dinars) For polling staff including students and graduates, as (IHEC) needs about (275,000) polling officials ; hence the cabinet Ministers agreed to provide the requirements for the electoral process and to secure the conduct of the governorates council elections on 18th December, 2023.

In preparation for media campaigns to educate voters and encourage them to participate in the elections, and under the direct supervision of the (CEO) Chief Electoral Officer, Judge (Abbas Al-Fatlawi), in the presence of (UNAMI)the United Nations Electoral Assistance Mission in Iraq, (IHEC) implemented a training workshop for media divisions’ officials in all (GEOs) Governorates Electoral Offices; to discuss items of the media plan and ways to develop it.

 In its second meeting, the committee in charge of auditing the voters’ register of Kirkuk Governorate, formed by the presidential order number (23556), chaired by a member of the Council of Commissioners, Dr. Counselor (Fattah Muhammad Hussein), and members of the ministries (interior, justice, trade, planning, and health) in the presence of the deputy speaker of the Iraqi Council of Representatives, held at the headquarters of the Iraqi Parliament on (12th August, 2023); to discuss the preliminary procedures for initiating the register audit process and the mechanisms that will be adopted in this regard.

 The Dr. Counselor also chaired the committee of (observing and evaluation of the Audit Company), which held its meeting to evaluate the readiness the electoral devices that are going to be used in the upcoming local elections, the mechanism of their operating to speed up the results.

On the other hand, Mr. Ali Saleh Jaafar (Administrative and Financial Affairs) Assistant of the (CEO) chief of the Electoral office; made an inspecting visit to the electoral offices in Baghdad/Rusaf and its registration centers to see the working mechanism of (Party Affairs and Candidates) Division, and the work of the centers in updating and registering voters’ data and the followed mechanisms in the biometric card’s distribution.

As a result of extending the period of submitting lists of candidates for alliances and political parties registered for the Governorates Council Elections scheduled to take place on 18th December, 2023; work resulted in the registration of (348) until 19th of August, and still continuing until the end of work-hours of the 20th of August, 2023.

 On the technical side, as the period of the voters’ register update process was extended for five additional days until the 20th of August, 2023 in (1079) registration centers throughout the Iraqi governorates, districts and suburban; this resulted in updating the biometric data of (1833) voters for private voting, and (942.406) voters for general voting including (3.331) IDPs. And (99.308) 2005 born voters. While the number of registered voters and those who updated their biometric data in the governorate electoral offices in the Iraq-Kurdistan region amounted (152.275) till the 18th August 2023.
