weekly Statement
The Chairman of the Board of Commissioners (BoC) and the members of the Independent High Electoral Commission (IHEC) held their regular session on 7/18/2023, to discuss several issues on the agenda, including the holding of Parliament elections for Kurdistan Regional (sixth session) on 11/18/2023, as it was decided not to hold this election in that date because it affects the quality of the elections from the technical point of view, which will leads elections to lose many international standards. The decision included proposing a new date for holding the KR’s elections to be on 18th of February/2024 or far ahead. The decision also included approval of granting (conditioned licenses) to (11) political parties, until finishing all the requirements for establishing the party, in addition to accrediting the new names that have changes by number of political parties. Besides discussing administrative matters related to the electoral process.
During the meeting held with H.E. the Prime Minister, Mr. (Mohammed Shia Al-Sudani), the Board of Commissioners provided detailed explanations of the adopted procedures to be ready for the Non-regional Governorates Council’s Elections suggested to be held on 18th of December of this year, in addition to discussing the date for holding the Parliament elections for the Iraqi- Kurdistan Region.
In a related matter, the Chairman and members of the Board of Commissioners welcome a parliamentary delegation from the Iraqi House of Representatives, including the head of the Legal Committee and its members. During the meeting, they discussed the Commission’s preparations and procedures taken to implement the Non-regional Governorates Council Elections at the end of this year, and answer related inquiries, in addition to discussing the Parliament elections for the Iraqi- Kurdistan Region. The head of the committee affirmed producing the full support for the work of (IHEC) by the Iraqi parliament, and its readiness to solve any hard problems faces the electoral event.
With regard to the registration of political parties and alliances wishing to participate in the upcoming elections, the Department of Political Parties and Organizations Affairs continues their registration process within a stage started on the 1st of this July. the work resulted in the registration of (281) parties since the establishment of the Department of Political Parties Affairs and Organizations in 2015, while the number of (registration applications) for parties (under establishment) was (76) form, in addition to (11) political alliances under establishment, and (6) eternal alliances who desire to continue.
In a related matter, the (IHEC) works all weekdays, including official holidays, through GEOs distributed in the governorates not organized in the region, to receive lists of candidates from parties, alliances, and individuals wishing to participate in the upcoming governorates elections, which was started on the 15th of July,2023.
On the technical side, and within the stage of updating the voters’ biometric data, which started on the 9th of July, voters who updated their biometric data was (176.406) voters for public voting, and (407) for private voting until 7/22/2023.
The (1079) registration centers which are spread throughout Iraq’s governorates, districts, and environs continue to receive voters wishing to update their biometric data for public and private voting, including newborns in (2005) and (2004), and previously unregistered voters, in addition to running mobile teams whose job is to distribute biometric voters’ cards which remained in the centers, and carrying out any of the update cases included (biometric registration, correction, addition, transfer, deletion, displaced persons and the armed forces).
