Weekly Statement
The chairman of the board of Commissioners (BoC) and the members of the Independent High Electoral Commission (IHEC) held their seventeenth (17th) session on 1/06/2023 to discuss and approve the items of the media campaign on the stage of updating the voter register prepared by the Department of information and Mass Communication, as it aims to increase the percentage of biometric registration for previously unregistered voters, including citizens who are of legal age to participate in the elections. And to educate voters on the procedures of biometric update and instructions, to ensure their constitutional rights. The (BoC) also discussed the eligibility of school buildings used as registration centers, and the study of the need for secure and fortified transportation or change, provided that it is within the geographical area to ensure the safety of the work environment and voters’ access to them.
On the other hand, the chairman of the board of Commissioners, members of the (BoC) and the Chief Executive Officer (CEO), provided at (IHEC), detailed explanations about the commission’s preparations for holding local elections, in a meeting with His Excellency the president of the Republic, Mr. Abdul Latif Jamal Rashid, in which he expressed the readiness of the presidency and the government to secure the necessary support to the commission’s work in conducting elections in accordance with international standards, the board of commissioners also attended another meeting with the legal committee in the Iraqi Council of Representatives, in which they discussed the commission’s preparations for holding elections, and setting the operational timetable, emphasizing on the deadline to provide the necessary financial allocations for holding non-regional governorates’ councils elections by the end of this year .
In light of the preparations for the local elections, the members of the board of Commissioners and the (CEO) at the Independent High Electoral Commission held an extraordinary meeting in the presence of the Directors managers and a number of technical staff, to discuss the suggested samples for the form and design of the voting ballot paper for public and private voting to suit the numbers of candidates and political parties, then choose the most suitable design according to the appropriate measurements to work on the results acceleration device (P-COS),to be used in the upcoming governorate council elections; in order to ensure equal opportunities for all participants in the elections
The efforts of the employees of the governorates’ electoral offices (GEOs), registration centers, and their mobile teams; are focused on being prepared for the next stage, by coordinating work with the Stakeholders from civil society organizations, various media, official institutions and their departments in order to educate voters about the importance of participating in the democratic process by urging them to complete their biometric registration process and receive their electoral cards if previously registered.
The registration Centers worked hard to register (915,591) voters, including (193,910) voters of 2004 newborns and (97,406) voters born in 2005, while the number of Biometric cards distributed were (1,197,688) cards, classified as (510,466) cards for public voting, and (635,181) cards for private voting for members of security and the Armed Forces. And (52,041) cards were distributed for the IDPs and immigrants. this work was carried out in the presence of Agents of political parties, local observers.

In another context, a member of the board of Commissioners, Dr. Ahlam al-Jabri, directed the women’s empowerment team to work to support the national initiative to rationalize energy consumption and reduce harmful emissions. The team deployed in the offices of all GEOs is working to establish series of sessions targeting women to spread environmental awareness and education. the general secretariat of the board of Commissioners, in cooperation with the Ministry of environment, organized a dialogue session held at the headquarters of the commission to introduce the national initiative in reducing the negative effects of polluting emissions to achieve sustainable development through the optimal use of energy resources.
In order to develop the skills of the IHEC’s staff – Chiefs of units, The Department of training and Development at IHEC H.Q, and in cooperation with the integrity commission, it conducted an educational workshop in the presence of the administrative and financial assistant of the (CEO), Mr. Ali Saleh Jaafar, on reducing the leakage of official documents, and how to preserve the data.
The Board of Commissioners is keen on continuous communication with civil society organizations concerned with electoral affairs. The work was coordinated with the United Nations Assistance Mission for Iraq (UNAMI), to hold a training workshop on enhancing voter participation and creating sustainable interaction between the stakeholders as they considered an important partner in adding transparency and integrity to the electoral process.
