The members of the Board of Commissioners (BoC), and The Chief Executive officer (CEO) of the Independent High Electoral Commission (IHEC), are following up on IHEC’S preparations and its initiation of PROCEDURES represented in the tasks and activities at the technical, administrative and logistical levels to implement the paragraphs of the operational timetable, in order to ensure the correct path for CONDUCTING the (non-regional Governments’ election) in this year , according to the international standards.
And because the percentage of women’s representation in the upcoming elections is not less than 25% of the members of the government’s Council in each province, according to what was stated in the Third Amendment Law of the House of Representatives and governments Councils’ Elections’ Law No. (12) of 2018.
the members of the Board of Commissioners and The Chief Executive officer (CEO), discussed with the chairwoman of the (Parliamentary Women, Family, and Childhood) Committee and its members, the percentage of women’s participation, and the mechanism for implementing the quota of women by the percentage of women candidates, which must not be less than 25% of the open list, and taking into account the sequence of women in the upcoming elections, when presenting the lists, to be one woman after every three men in the list.
The Chief Executive officer (CEO) explained that IHEC is committed to implementing all instructions issued in accordance with the applicable law, and that it has begun its technical and legal work and the necessary preparations for conducting local elections.
Under the directives of the Chief Executive officer (CEO), Judge (Abbas Al-Fatlawi); the CEO’s assistant for technical affairs continued the work -follow up of the technical committees’ members concerned with examining the electoral devices, including (57,944) electronic verification devices, accelerating results (electronic sorting and counting) devices, and transmitters, located in the governorate electoral offices, these committees in turn completed the examination process, and IHEC began analyzing the electoral devices data; for the purpose of carrying out the rehabilitation and maintenance process.
In line with the preparations for the local elections, the Department of Information and Mass Communication, by its divisions, laid the regulations for the media, the accreditation of local and international observers, and international media professionals, the accreditation system for agents of political parties and organizations, the system for registration and accreditation of candidates, as well as the preparation of media campaigns for the stage of updating the voter register.
In a related context, and to increase the rates of biometric registration and the distribution of the biometric voters’ cards Chief Executive officer (CEO), approved the evening work-shift’s plan for the mobile teams from (04.00 in the afternoon – 10.00 in the evening), with the continuation of their morning work hours in state institutions and departments, local organizations, and trade unions.
the registration centers (VRs) will continue their work all week, including Friday and Saturday to welcome voters who cannot attend (VRs) in their official work hours which prevent them to complete the registration procedures or receive their biometric cards.
With the continuous and diligent work of the (VRs) staff, their efforts resulted in the registration of (827,073) voters’ data, including those born in 2005, as the number of registered voters were (80,253),(IHEC) distributed (1,108,128) biometric cards classified for both, public and private voting. (432,952) cards for public voting, and (623,490) cards for private voting. The IDPs and the immigrants received (51,686) biometric cards. The two processes were carried out in the presence of (2,362) local observers, and (405) political party agents.

In line with the communication with the stakeholders, a member of the Board of Commissioners and head of the Women’s Empowerment Team in the IHEC, Dr. Ahlam Al-Jabri, discussed with the Iraqi Bar Association ways of joint cooperation between IHEC and the union by developing a joint educational plan between the two parties to increase electoral awareness regarding the third (3rd) amendment law to the Parliament Elections Law. And Provincial and District Councils No. (12) of 2018, with attention to the issue of empowering women and supporting them politically in the upcoming local elections.
