The Board of Commissioners of the Independent High Electoral Commission held its fourteenth regular session on Tuesday, 2/05/2023,to discuss a number of topics included in the agenda, the most important of which is the ratification of the first quarterly report for the year 2023 regarding the activities and technical, administrative and legal works carried out by IHEC for the period from (January the 1st to March the 31st of 2023), based on Article (10) of Commission Law No. 31 of 2019, as the Commission adopts the principle of transparency in the performance of its work, so the Board of Commissioners was keen to inform the Iraqi Council of Representatives about the course of work in the corridors of IHEC, as the oversight authority. The (BoC) also discussed the standards of sobriety of the voter register through the accuracy of their data at the level of the governorate, electoral district, registration center (RC), polling center (PC) and the polling stations (PS), in order to facilitate the procedures for voters to guarantee their rights to participate in the Governments’ Councils Elections that not organized in a region.
And as part of the technical preparations for the upcoming elections, the Board of Commissioners discussed in a review the stages of the initial operational schedule, which includes stages of the electoral operations, starting from the stage of updating the voter register until post-ballot phase, in the presence of the directors general, heads of departments, and divisions’ officials. in the national office.
In line with the preparations, the Board of Commissioners meets successively with the specialized staff of IHEC in the presence of the United Nations Assistance Mission for Iraq (UNAMI); To discuss the Commission’s needs for logistical materials, including descriptions and numbers of electoral machines, and to provide biometric voters’ cards to ensure facilitating the participation of voters in the democratic process.
In a related context, the Chief Executive Officer (CEO), Judge Abbas Al-Fatlawi, directed to form committees from the employees of the specialized departments and divisions; to develop technical and quantitative specifications, estimated costs, polling staff, in addition to the simulation committee.

On the other hand, the commission’s training staff continues its awareness campaign by conducting training workshops and educational seminars in state’s institutions, in addition to the continuation of the media campaigns that are implemented by the governorate electoral offices (GEOs) in coordination with the Media and Mass Communication Department. The efforts of the registration center employees resulted in the registration of (807,313) voters’ data, including those born in 2005, while (IHEC) distributed (1,077,529) biometric cards classified for general voting (408,769) cards, and for private voting (617,270) cards, while the cards for the IDPs and immigrants was (51,490) biometric cards, the two operations were carried out in the presence of (2,344) local observers, and (388) political party agents.
