The Chairman and members of the Board of Commissioners discussed in their thirteenth regular meeting all the issues that organize the electoral process , which included in the agenda, including the qualification of school buildings taken as registration centers or changing their locations In order to ensure the safety of voters, work environment, and to reach them easily. as well as studying the paragraphs of the regulation of (voter register update ) and the including of voters born in 2004-2005.
On the other hand, the Chairman of the Board of Commissioners, Judge (Jalil Adnan Khalaf), followed the work of the Political Parties and Organizations Affairs Department with regard to (267) political party, which were granted an establishment permit under the decisions of the Board of Commissioners after addressing the National Authority for Accountability and Justice and the Criminal Evidence Investigation Directorate. A (62) political parties are under the process of registration. the number of rejected parties was (151), because they didn’t finish their registration requirements the legal period , since the issuance of the (Political Parties and Organizations) Law No. (35) of 2015, under which the department was established, It continues to follow up and monitor party headquarters throughout Iraq through the division of (Parties and Candidates Affairs) affiliated to the electoral governorate offices.
In order to ensure the transparency and integrity of the work of the Electoral Commission, and within the framework of the technical preparations for the upcoming Governorates council elections (GEOs) , the International Observers Registration Committee formed by ministerial order hold their first meeting under the chairmanship of the Chief executive officer (CEO) , Judge (Abbas Al-Fatlawi), and the membership of employees from the relevant departments; To discuss the requirements of coordination and communication with the international partner organizations for electoral work.
Judge (Al-Fatlawi) , through his technical assistant, instructed the managers of the (GEOs) and the specialized technical committees to the necessity of inclusive field inspection follow-up of registration centers and mobile teams; To supervise the progress of the biometric registration process and the distribution of the biometric card, to ensure the registration of all voters.
The CEO’s assistant for Technical Affairs, chaired the meeting of the Operations Committee in IHEC ; To discuss several axes related to the upcoming Governorate’s elections, including paragraphs of a draft paper of procedures of updating voter register, the needs of the technical and logistical departments, and ways to develop work, in addition to discussing the biometric registration project and the distribution of the biometric voter card.
In the same context, IHEC is keen to preserve the rights of IDPs in the upcoming elections, the Ministry of Migration and Displacement was addressed to provide IHEC with the numbers of IDPs and their data in all governorates and camps; In order to include their data in the procedures for updating the private voter register.
Concerning field-work , the efforts of the employees of the Registration centers of the electoral governorate offices( GEOs), resulted in the registration of (791,728) voters, including those born in 2004-2005, while the registration centers and mobile teams distributed (1,055,019) biometric cards, as (391,182) cards distributed for general voting, and (612,494) cards for private voting to be distributed to the security services and armed forces. As for the cards of the IDPs and the immigrants, they were (51,343) cards. the work was carried out in the presence of (2,329) local observers and (385) political party agents.
Wasit Governorate electoral office was distinguished as it’s registration center (Al-Shahimiya) has accomplished the distribution of all voters’ cards (public, private, and those withdrawed on polling day).

IHEC is working to build bridges of communication with the Stakeholders , in coordination with the relevant ministries, local monitoring networks, and media professionals; to educate voters and urge them to visit the registration centers to participate in the biometric registration process and receive their electoral cards. This is being done through the electoral governorate offices that hold dialogue sessions and educational workshops for employees of official institutions, universities and preparatory schools for the age groups included in the elections constitutionally; For the purpose of spreading electoral awareness and increasing biometric registration rates.
