Weekly Statement

The Chairman and members of the Board of Commissioners of the Independent High Electoral Commission (IHEC) held their eighth meeting to discuss a number of organizational issues for the work of IHEC, as the meeting concluded approving issuing an electronic guide in the way of investing the available electronic services to facilitate the procedures for voters through including the platform (Ur electronic portal for government services), in addition to include IHEC’s means of communication and its official website. As well as discussing the administrative and financial authorities of the electoral governorate offices.

the Board of Commissioners was working hard to implement the strategic plan of IHEC, as the judge (Chairman of the Board of Commissioners) met with the strategic planning team, and instructed them to complete and implement the strategic plan for the (2023-2027) five years plan, and observing it according to technical, administrative and financial data to achieve the desired goals in organizing work and successful elections .

As part of work follow-up of the GEOs which entrusted to the Board of Commissioners, a member of the board, accompanied by the chief executive officer (CEO)’s technical assistant and number of employees, visited the Nineveh electoral office; To evaluate the performance of work, technically and administratively, and to indicate the extent of compliance with the directives and instructions issued by the National office, especially those of civil defense and occupational safety, in order to preserve the electoral work environment.

In a related matter, a member of the Board of Commissioners held an online meeting with the directors of the registration centers of Kirkuk Governorate, the first constituency, in the presence of the CEO’s administrative and financial assistant to check upon their achievements, he directed the need to work in accordance with the regulations and instructions set by the IHEC for the success of the biometric registration project, pointing to the importance of making more efforts regarding biometric registration and biometric card distribution.

On the technical side, the CEO’s Technical assistant for technical Affairs chaired the meeting of the Operations Committee at IHEC to discuss the axes of improving the technical work and the smoothness of the biometric registration process and the distribution of the biometric voter card, which resulted in the efforts of the registration centers’ employees in registering (677,371) voters, (155,138) voters born in 2004, and (29,755) voters born in 2005 , while distributing (932,600) Biometric cards. As (302,422) cards were distributed for public voting, and (579,763) cards for private voting for members in security services and armed forces. As for the cards of the IDPs and immigrants, they were (50,415) cards. The Biometric registration and distribution of voters’ cards took place in the presence of (2151) local observers and (353) agents of a political party.

The GEOs, through several local media outlets in the governorates, continue publishing explanatory messages relating to IHEC’S procedures of the biometric registration, inviting previously registered voters to receive their electoral cards.

And as a continuation of the ongoing awareness project which is aiming to consolidating the electoral culture among voters of all categories, the Department of Media and Mass Communication, in coordination with the Department of Operations and Information Technology, is conducting educational seminars in universities and institutes affiliated to the Ministry of Higher Education and Scientific Research, targeting university professors and students to be more aware about Biometric registration and electoral cards’ distribution, accompanied by the presence of mobile teams to record the data of those who wish to perform the biometric registration process.
