* The board of Commissioners (BoC) holds its sixth periodic meeting.

* The chairman of the (BoC) met the executive director of IFES.

* The members of the board of commissioners are continuing the field follow-up of the governorates’ electoral Offices (GEOs) .

* IHEC is in the process of destroying more than 600,000 electoral cards.

* IHEC called upon voters born in 2005 to check their nearest registration centre.

The chairman and members of the (BoC) of the Independent High Electoral Commission in Iraq (IHEC), held their sixth regular meeting on 21/2/2023 to discuss topics of the agenda, including the belongings of the candidates of the Provincial councils and parliamentary councils for the previous years, to cancel the accreditation of the candidacy of candidates who are covered by the accountability and justice procedures per the official letters submitted to IHEC from the relevant authorities.

In light of developing the work of IHEC, the Board of Commissioners is working hard to communicate with international organizations supporting the democratic process in Iraq, so the chairman of the board of commissioners discussed with the regional director of the International Foundation for electoral systems (IFES) the mechanism of collective work at the level of the institution; to develop a positive interaction in the success of the work of IHEC in its administrative and technical aspects, through joint and diligent work that meets the aspirations of the next stage.

IHEC is keening to maintain continuous communication with its stakeholders, including non-governmental organizations with electoral significance, because of the important role it plays in enhancing the confidence of voters and urging them to participate in the elections, so the chairman of the board of commissioners discussed with representatives of the ( coalition of Election Observation organizations in Iraq) , the visions and ideas that would achieve common goals in the upcoming electoral benefits.

As part of the field follow-up, the members of the board of Commissioners, the Directors Generals, and the managers of the relevant departments pursued the work of the electoral offices in both governorates, Basra and Holy Karbala, to evaluate their performance technically and administratively, and to indicate the extent of their obligation to the directives and instructions issued by IHEC , as well as follow-up on the achievements’ rates in both processes, biometric registration and distribution of voter cards.

In a related context, the chief executive officer (CEO) and his both assistants of technical affairs, and administrative and financial affairs; will continue following up and evaluating the executed tasks at the national office, (GEOs) , and the registration centers (RCs) distributed throughout Iraq, to facilitate the work and modify any possible diversity in the course of the annual plans; for the sake of maintaining the safety of work environment in all formations of IHEC.

Concerning executing the decisions issued by the board of Commissioners (BoC) concerning the electoral materials that are no longer required; the Independent High Electoral Commission (IHEC) has completed the recycling of used and unused ballots and forms in cooperation with the Ministry of industry and minerals in (eleven) electoral offices; to benefit from them after they have been tabulated and electronically archived. As work has begun with the GEOs, respectively, in addition, more than (600,000) short-term voting cards have been destroyed, and work had been done to withdraw them from the voters of the October 2021 elections, after they were counted and classified in coordination with the GEOs.

As for the process of Biometric Registration, the GEOs, in coordination with IHEC’s supportive sides, the mobile teams and under the instruction of IHEC, continued registering voters biometrically, including those born in 2005.

The national office and the GEOs, are continuing in the implementation of media plans by publishing media messages in various media outlets to clarify procedures of the Commission in this regard and inviting the previously registered voters to receive their electoral cards through several social media and various local media outlets in the governorates, as this resulted in the registration of (599,381) voters, while the registration centers distributed (848,059) biometric cards, classified as (246,408) cards for public voting, and (552,520) cards for private voting from the security agencies and the Armed Forces. While (49,131) cards were distributed to the IDPs and migrants, in the presence of local observers and agents of political parties.

All efforts of the departments and divisions in the national office and the GEOs, are focusing on raising electoral awareness through implementing educational seminars and training programs in cooperation with state institutions, through sending teams whose job is to raise electoral awareness, the importance of biometric registration, and receiving of the voter card in addition to the participation of the women’s empowerment team in IHEC in raising the awareness of gender balance and its impact on the political life.
