Weekly statement

The Chairman and members of the Board of Commissioners (BoC) hold the second regular session on 12/1/2023, in which they discussed all the issues organizing electoral work and included in the agenda. The praised the efforts and the hard work of the commissioner, Judge (Amer Musa Al-Husseini), during his tenure as a chief executive officer (CEO). Then the nomination to the post of (CEO),was opened for the fourth session, as Judge (Abbas Farhan Al-Fatlawi), was unanimously elected to occupy the post of CEO, to start carrying out his duties today, Sunday, (15/1/2023), under the decision of the Board of Commissioners.
In a joint meeting between the Legal Committee in the House of Representatives and the Independent High Electoral Commission in Iraq (IHEC), the Parliamentary Committee affirmed supporting the work of IHEC and providing of electoral work requirements. The Chairman of the Board of Commissioners and the members discussed the Commission’s procedures, on how to raise biometric registration rates, and its needs for conducting the government council elections and upcoming elections, the most important of which is resolving the file of electoral contract employees because of their accumulated experiences that contributed to the success of the institution’s work.

And in a continuous follow-up to the work of the voter registration centers (RCs) throughout Iraq, a member of the Board of Commissioners, Judge Ali Rashid, chaired a meeting with the directors of the registration centres in the first constituency in Al-Muthanna Governorate, to check their achievements, and affirming on the need to work in accordance with the regulations and instructions set by IHEC for the success of the biometric registration project, and to call for voters who have a short termed card, to update their biometric data as they will receive a receipt which indicated that they had updated their biometric data in order to guarantee their right in the upcoming elections. He also stressed the importance of coordinating with the mayors and ration card’s agents in the governorate, in order to raise the rates of both, biometric registration and biometric card distribution.
In the same context, Mr. (Ali Saleh) (DG) for Administrative and Financial Affairs and the Deputy of the (CEO); chaired an online meeting with the RCs’ managers of the first constituency in (Maysan) Governorate; To pursue the progress of work, pointing out the importance of making more efforts regarding biometric registration and biometric card distribution, as they are the only way to participate in the upcoming electoral processes.
The (DG) Mr. (Muhannad Fadel Abbas), deputy of the (CEO) for Technical Affairs; also chaired a meeting WITH the Operations Committee IN IHEC; To discuss the axes related to the needs of departments and work development’s mechanisms, in addition to discuss the procedures of the biometric registration process and the distribution of the biometric voters’ card, which resulted in the registration of (533,000) voters, including (131,528) voters born in 2004, while (562,660) cards were distributed, (124,564) Biometric cards for general voting, and (488,914) cards for private voting concerning the security services and armed forces. As for the cards of the IDPs, they distributed (47.0847) cards.

In the framework of increasing experience and maturating electoral work, IHEC organized an educational workshop in the presence of the Electoral Assistance Team in Iraq (UNAMI); to identify complaints and electoral appeals to a number of employees of the National Office’s departments and divisions, by the Operations and Information Technology Department IN IHEC. Similar workshops will be implemented sequentially in the rest of the electoral governorate offices.
And as a continuation of the student education project in schools THAT aimed at spreading electoral awareness, the Babylon Electoral Office, worked in coordination with the Directorate of Education in the governorate to implement the project (electoral quota) according to the agreement with middle school administrations to Allocate a fixed duration of the school day, to discuss topics about the electoral culture in the secondary grades, especially for those who will reach the legal age which qualifies them to participate in the voting process.
