Weekly Statement
The chairman and members of the board of Commissioners (BoC) of the Independent High Electoral Commission (IHEC), celebrated the transformation of operational contract- employees to permanent staff; as the BoC has strived and worked hard to communicate with the Council of ministers and the Ministry of Finance to do justice to this segment (operational contracts employees) , who worked honestly and efficiently in IHEC; after resolving the file of ( 3193) operational contract-employees to transfer them to be permanent staff, in order to achieve stability in the environment of the work. The BOC still working on the file of electoral contract employees .
In order to enhance communication with stakeholders , IHEC has formed a committee entitled (communication with stakeholders ) headed by the secretary-general of the board of Commissioners and the membership of the director-general of the Department of political parties and organizations’ Affairs, and the directors of the relevant departments in the national office; to hold periodic consultative dialogue seminars with agents of political parties and civil society organizations; to exchange views and ideas between IHEC and the stakeholders about the electoral process to clarify the laws, regulations, and procedures under which IHEC proceeds , and to prepare a work plan which is useful for the electoral work .
In separate online meetings with the directors of registration centers of the GEOs and as part of the continuous follow-up by the chairman and members of the board of Commissioners and the CEO. The Judge (Fayyad Yasin Hussein) chaired a meeting with the first constituency of holy Najaf electoral office, Judge ( Abbas Farhan Alfetlawi ) with the first constituency of Sulaymaniyah electoral office, and judge (Fattah Mohammed Hussein) with the first constituency of SalahulDin electoral office, with the presence of the Secretary-General of the board of Commissioners and both assistants of the CEO ; in order to discuss the results of the efforts of the registration centres’ staff, the roving teams participated in the distribution of the biometric voter cards and biometric voter registration, in addition to discuss the administrative, financial and legal aspects and their suggestions that might serve to increase the percentage of biometric registration .
Emphasizing on the importance of keeping on working with the electoral education project in the national office and the GEOs , as it is one of the objectives of the five-year strategic plan, by publishing reading, audio and video materials in local and social media to motivate voters to visit the registration centers and complete the biometric registration and receive their electoral biometric cards.
In line with the continuous meetings of the chairman and members of the board of Commissioners, efforts have resulted in the registration of (564,515) voters, including (127.378) 2004 new-borns voters, while the number of cards distributed were ( 702. 636) classified biometric cards. (763.111) cards for public voting, and (247. 478) cards for special voting concerning security services and armed forces, while the cards of the IDPs were (692 . 46) cards. the work is carried out in the presence of political party agents and local observers.

In a related context, the chief executive officer (CEO) directed his technical assistant and the directors of GEOs to conduct a field inspection of the warehouses belonging to IHEC in Baghdad and other provinces; to closely get acquainted with the reality of work and ensure the availability of preventive safety requirements for warehouses, equipment and storage equipment, and to confirm the periodic charging of the Batteries of electoral devices
in addition to the continuous coordination with the Civil Defence directorates in the governorates for the purpose of securing the facilities of IHEC , as well as holding training workshops for specialized staff in the field of Civil Defence and Occupational Safety.
On a another matter, in order to be informed with the international experiences can be utilized from in the field of elections, judge ( Jalil Adnan Khalaf), chairman of the board of commissioners, directed a relevant Department in IHEC to prepare comparative studies in law and electoral systems between the countries of the world and the Iraqi electoral experience, as a comparative study has been completed between the experience of the United States of Mexico and the Iraqi experience, in terms of electoral law and system and the experience of resolving disputes regarding complaints and appeals .
Regarding the complementing to the students’ education project in schools, the offices of the GEOs in (Baghdad /Rusafa, Holy Karbala, Muthanna, Babylon , and holy Najaf ) continue to conduct the simulations exercise of voting in different schools of the provinces within the project (parliamentary elections for students ) aimed at spreading electoral awareness among students, especially those who are close to the age of eligibility and covered by voting .
