In an effort to communicate with the public voters to enhance their electoral awareness; the Independent High Electoral Commission (IHEC) has allocated a toll-free call centre (5667) to be the link between IHEC and voters to receive their calls from all governorates of Iraq to answer inquiries related to the electoral process and overcome difficulties that voters may face inside the registration centers, as well as providing any information relating to the procedures and mechanisms of biometric registration, as well as delivering their electoral cards.
From administratively and technically side the managers of the offices of the electoral provinces GEOs continue their field tours; to watch over work in the registration centers and to specify their needs to be prepared to register the voters, in addition to joint work with security authorities to guarantee security and safety of voters and electoral centers to facilitate the registration and distribution processes, as (317.883) voters were registered, while ( 503.353) biometric cards were distributed, IHEC also worked on sending mobile teams to government institutions and residential areas to increase the percentage of biometric registration.

In a related matter, steps has been made which aiming to increase the percentage of biometric registration, especially for the youth category of new-borns for the years- (2001/2002/2003)
coinciding with the start of the new school year, IHEC is working to coordinate with the Ministry of education and its directorates; to instruct the Departments of secondary schools in order to facilitate the tasks of mobile teams to perform their work in registering students of completed grades biometrically.
As part of the Electoral Commission’s interest in supporting and enhancing women’s participation in political’s field , integrating them into all the commission’s activities, and spreading awareness of the importance of their participation in the electoral process, the commission’s women’s Empowerment Team is working in coordination with the provincial electoral offices to hold a series of workshops and meetings aimed at increasing the percentage of biometric registration of women, in addition to receive their electoral card and urging them to participate in the upcoming electoral entitlements; to close the gender gap and expand the presence of active female leaders in political life, as well as seeking their presence at advanced administrative levels in the administrative structure of the Electoral Commission.
IHEC continues its coordination with governmental and non-governmental institutions and organizations active in electoral affairs to work to increase and enhance awareness among various types of voters of employees and activists regarding the electoral process, as it works through the Departments of information and Mass Communication and operations and Information Technology and its divisions in the offices of electoral provinces spread throughout Iraq to hold educational seminars on the biometric registration process and the importance of receiving the electoral card by the voters , accompanied by mobile teams to take over the task of registering and updating biometric data of participants wishing to participate .
