Consistent with the principle of transparency in performing tasks, aiming to document all experiences and lessons- derived from them; IHEC (the Independent High Electoral Commission in Iraq) with the direct supervision of the chairman of the board of Commissioners, had been working to prepare a detailed report since the current board of Commissioners assumed its duties.this report is considered one of the important electoral studies, including a summary of the activities of the institution and its procedures related to the electoral process prior to the election of the House of Representatives \ 2022 in all its legal, technical, administrative and financial axes.
IHEC, represented by its chairman and members of its Boc, gave a great attention to the role of women in the electoral process, and is working to improve them and enforced their stature and legal entitlements; therefore, the board of Commissioners approved the biannual work plan of the women’s Empowerment Team supporting the Gender Unit in the commission under the chairmanship of a member of the board of Commissioners. the plan aims to mainstream the concept of social gender and support Gender Equality in all aspects of electoral work, including policies and planning.
Technically , the registration centers of the GEOs (Governorate’s Electoral Offices) spread throughout Iraq are still registering voters biometrically for unregistered voters and distributing the biometric cards, as well as running mobile teams to government institutions and departments and in various provincial districts and areas. the number of registered voters are (180,939) voter, while the number of cards distributed were (339,566) biometric cards. the work is carried out in the presence of a number of local observers and agents of political parties.

On the other hand, the board of Commissioners approved the opening of ballot boxes for tabulating and sorting of their contents consisted of sensitive and non-sensitive materials, as well as establishing a mechanism to destroy the saved electronic ballot papers in coordination with the Ministry of industry and minerals/ the general company for petrochemical industries for recycling and using them usefully. for this purpose a technical committee was formed to coordinate with the above-mentioned ministry and the offices of the electoral provinces for the purpose of unifying the sequential papers destruction processes.
The board of Commissioners is keen to develop the skills of the commission’s staff in the administrative, public information, technical operational aspects and preventive safety, through the department of training and Development , believing that human development is the line of action that achieves progress and success of electoral work in the coming entitlements, as work is currently underway in IHEC ‘ corridors to conduct a series of training workshops in cooperation with the United Nations Assistance Mission for Iraq (UNAMI), and the International Foundation for electoral systems (IFES).
In other news , the Electoral Commission continues to follow up the performance of political parties and organizations registered in the Directorate of political parties and organizations affairs. as well as parties wishing to register through the Directorate itself or in ( parties and candidates affairs’ divisions) in all electoral governorate offices that work on follow-up, evaluation, monitoring, field visits to party’s headquarters and attend periodic party’s conferences of (265) registered parties.
Lately, the board of Commissioners canceled the acreditation of thirty (30) registration’s requests that had been submitted from parties for more than a year without completing the formalism requirements, such as the party’s name and logo or the number of the institution’s members and the subjective requirements; related to completion of the procedures of justice and inquiry national body, or the financial statements, as stipulated in the law of (political parties and organizations)No. 36 of 2015.
