IHEC (the Independent High Electoral Commission) has opened (1079) biometric registration voter’s centers of the GEOs in all Iraq since 30_3_2022 with the continuous processes of the distribution of the Biometric Voters Cards and the biometric registration, of newborns and previously unregistered voters through the registration centers and mobile teams of the GEOs, and in order to ensure the participation of all voters in the upcoming electoral liabilities using an accurate and up-to-date voter register, in addition to collecting and updating textual and biometric voter’s data depending on the ration cards database. 33,273 voters were registered, including cases of updating such as (addition, deletion, correction, registration of displaced persons and security forces), and(47,828) cards were distributed for public and private voting and displaced persons, and the two operations are conducted in the presence of (107) local observers. In the same context, the Governorate electoral offices coordinate with the security leaders and their units to urge their employees to go to the registration centres and receive the special voting cards that have been withdrawn in the polling day.
Electoral education teams have been formed from the staff of the office to hold educational seminars in government departments in order to urge their employees to participate in the biometric registration process and register their data , in addition to coordinate with educational institutions to urge the legal_age students to vote, including those born in 2004, to register their data and guarantee their constitutional rights.
IHEC also continues to extend bridges of cooperation with civil society organizations and various media outlets, to support in educating voters and urging them to register their biometric data to receive their electoral card .
On the other hand, the board of commissioners reviewed the administrative and technical system of the commission, which is an essential work through which the paths of the work in the interest of achieving the commission’s goal, namely, full readiness for any electoral process and review of the previous performance, thus a ministerial order had been issued by the chairman of the board of commissioners, judge (Jalil Adnan Khalaf) , by which the roles, responsibilities and duties assigned to the various staff of the commission were distributed, each according to his educational attainment, the specifications of the job position, and tasks assigned to him/her.
For the continuation of the electoral work in the Electoral Commission, it was decided to hold weekly periodic meetings based on the memorandum of the CEO, Judge( Amer Musa Al-Husseini), the decision of the board of Commissioners and a ministerial order issued by the Chairman of the Board of Commissioners, to identify the achievements and activities of the directors of the electoral offices and their follow-up mechanism to the work of the registration centers and to ensure the security protection of the electronic devices and materials in thr warehouses.
Furthermore, the chairman of the board of Commissioners, judge (Jalil Adnan Khalaf), convened a meeting in the presence of the directors generals of the institution, the managers of the departments, and head of registration centers, to follow up their work. They have been instructed to be obliged to the regulations, administrative, and technical instructions. It was needed to distribute tasks and work in a team spirit to ensure the success of the work of the Independent High Electoral Commission.
