IHEC (The Independent High Electoral Commission), attaches great importance to the project of the biometric registration , as it is studying in this regard the mechanism of developing it, besides analyzing and classifying biometric data according to solid scientific foundations under the guidance of the Chairman of the Board of Commissioners Judge (Jalil Adnan Khalaf) , and in cooperation with the experts of the United Nations International Electoral Assistance Mission (UNAMI).
To consolidate the voter registry, the head of the CEO, Judge ( Amer Musa Al-Husseini) , instructed the GEOs( governorate Electoral Offices) , through their training divisions, to arrange field visits to the registration centers to supervise the progress of the biometric registration process and the distribution of the biometric cards, as well as to supervise the performance of the mobile teams to ensure the registration of all voters.
In the same regard, the Electoral Commission works in coordination with the leaders of the security forces in the Ministries of Defense and Interior and their departments for the purpose of urging its employees to visit the registration centers and receive special voting cards, in addition to send mobile teams to the military units to deliver the withdrawed cards on the special voting day.
IHEC is also working to build bridges of communication with the stakeholders of the electoral process, and coordinate with the ministries, local monitoring networks and media, in order to educate voters and urge them to visit the registration centers, to register their data in parallel with the biometric registration process, and to receive their electoral biometric voter cards. this is done through holding dialogue sessions by GEOs where educational workshops in universities and junior high schools for the legally qualified individuals allowed to vote in accordance with the constitution, the purpose was to spread electoral awareness and increasing the ratio of biometric registration.
The Board of Commissioners, through the Directorate of Parties and Political Organizations Affairs, granted the founding license to the new political parties to reach about (266) political parties , in addition to (60) parties still in the process of registration.
On the other hand, the process of following up and monitoring the parties’ headquarters continues through the parties and candidates’affairs division of the GEOs.
On the other hand, with regard to the financial benefits of polling officials who had participated in the last 2021 parliamentary elections, the Electoral Commission continues to coordinate and follow up with state coffers in all governorates to facilitate the distribution process, which will be completed in most of the governorates, while the process in Baghdad governorate still on in Karkh and Rusafa. In the governorates of the Kurdistan region, coordination continues with the Ministry of Finance for the purpose of disbursing dues.
In terms of training and improvement of the staff skills , IHEC continues to provide specialized workshops for its employees at the technical, administrative and financial levels.
Within the framework of cooperation and exchange of experiences with Iraqi institutions, bodies and unions, and to provide assistance and support to all electoral practices in these institutions, coordination was carried out between the Electoral Commission and the Iraqi press association to contribute in supporting the requirements for the elections of this Syndicate, in its twenty-second session, through the Baghdad/Rusafa electoral office.
