Statement
The Independent High Electoral Commission (IHEC) continues, today, Monday, the ( 25th of October 2021), to consider the appeals submitted to it by the relevant department, accordingly (108) appeals were presented to the Board of Commissioners (BoC) on Monday, and after completing the processing investigative procedures based on the evidences and the recommendation attached to the submitted appeal.
The (BoC) recommended to reject of (86) appeals for various reasons, the most important reason is the absence of evidences or violation of the provisions of Article (38 / first) of the Iraqi Parliament Elections Law in force, as the appellant did not specify the polling station or center whose results he is appealing against, in addition to that the appellant asked to re-count all stations of the constituency, Or if the announced results were matched. These appeals will be sent along with the recommendation to the Electoral Judicial Panel to decide on them in accordance with the law.
In the same context, the BoC decided to approve the manual re-counting and sorting of a number of stations based on (22) submitted appeals distributed over the governorates of (Wasit, Sulaymaniyah, Najaf, Erbil, Nineveh, Kirkuk, Dhi Qar, Anbar, Qadisiyah, Salah al-Din, Basra, Baghdad and Babil), as it was supported by evidences, and the Council will make a recommendation appropriate, after completing the counting and sorting procedures.
As to what has been reported by media outlets and social media about the adjudication’s result of these appeals; is not true as this result will be announced by IHEC after the procedures for the manual counting and sorting process are completed, which will be in Baghdad, as we explained.
IHEC will start the procedures of manual counting and sorting for the contested stations belonging to the Nineveh Governorate Elections Office on Wednesday, 27th October, from (00:08 A.M to 00:05 P.M), followed by the rest of the appealed governorate offices stations, which will be announced lately according to a timetable to enlist the names and numbers of the contested centers and stations on the level of the governorate and constituency.
The process of manual sorting and counting will be conducted in the presence of representatives of the candidates of the contested constituency with its stations, observers, and media outlets. The IHEC will continue to consider the rest of the appeals, respectively.
