Statement
The Independent High Electoral Commission(IHEC) started considering the appeals on Sunday the 24th of October, 2021, by the specialized department, accordingly, 483were submitted to the Board of Commissioners(BoC) on Sunday and after completing the necessary investigative procedures based onevidences and the recommendation made by the Board recommended to reject (461) appeals for various reasons, as it lacks evidences or violatesthe provisions of Article 38/1st of the Iraqi Parliament Elections Law in force, as the appellant did not specify the stations or centers he is appealing against their results, besides, he asked to open all stations of the constituency or proving the matching of the announced results. These appeals will be sent with a recommendation to the Electoral Judicial Panelto decide on the appeals in accordance with the law.
In the same context, the (BoC) decided to approve the manual re-sorting and re-counting of (297) contested stations based on 22 appeals distributed over the following governors: – of Diyala, Nineveh, Maysan, Karbala, Kirkuk, Dhi Qar, Anbar, Qadisiyah, Salah al-Din, Muthanna, Basra, Baghdad and Baylonl, as it was supported by evidences. The BoC will submit the appropriate recommendation in this regard after completing the counting and sorting procedures
There is no truth in what some media outlets and social media are reporting about what they publish concerning these appeals, as this result will be announced by IHECafter finishing the procedures for the manual counting and sorting process, which will be in Baghdad, as we declared.
IHEC will start the procedures for manual counting and sorting of the contested stations belonging to the Electoral Office of Nineveh onWednesday,the 27th of October, from 08:00 A.M until 05:00 P.M in the afternoon, followed by the rest of the stations of the contested stations of the governorate offices, which will be announced lately according to a timetable to enlist the names and numbers of the contested centers and stations on the governorate and constituency levels. The manual sorting and counting process will be conducted in the presence of representatives of the candidates related to the constituency which its stations has been appealed against, observers and the mediaoutlets, so IHEC will continue to consider the rest of the appeals, respectively.
