After the great strides of work made by IHEC to hold the elections on its scheduled time on the tenth of next October, IHEC was preparing to implement the three simulation processes of (public and private) voting, where the first process of simulation will be conducted next July to ensure the accuracy and speed of electoral electronic devices and the possibility of transmitting results easily from The stations to the National Office by a specialized staff from the Simulation Committee in cooperation with the Korean company “Miro” and under the supervision of the German audit Company , and in the presence of the United Nations Electoral Assistance mission (UNAMI) and the International Foundation for Electoral Systems (IFES) ,with wide media coverage.
The next simulation process will be conducted in one station from each of the (1079) registration centers throughout Iraq, and it will be an actual voting process in which several ballot papers allocated for this purpose will be used, also electronic and manual sorting and counting will be carried out to ensure that the results match through a form Designed to match sounds.
In this context, the Electoral Commission, in cooperation with the Korean company “Miro”( the manufacturer of the (VVD) verification devices and electronic sorting and counting devices), preparing to hold a training workshop for specialized technical staff on the working mechanism of electronic devices that will be used on polling day for the purpose of starting hierarchical training.
In the same context, the commission is working under the Election Law No. (9) of 2020 Article 38 / third, which stipulates:- (the Board of Commissioners forms a committee from the technically competent government institutions to monitor and evaluate the auditing company); Accordingly, the Board of Commissioners formed a committee headed by the member of the Board of Commissioners Judge (Ali Rashid Muhammad) with membership of the specialized technical staff in the relevant government institutions, and the ministries of (Planning, Higher Education and Scientific Research, and Communications) and the National Intelligence Service, as well as the Kurdistan Region Representatives. This committee held a meeting in the National Office with the German auditing company (Hensoldt) which audit the electronic devices, to discuss the tasks of the company and explain the mechanism of work of devices for accelerating results and data transfer and working on joint coordination of the process of examining electoral devices and software.
From the principle of transparency in its work, the Commission seeks to educate and educate voters about the importance of the electoral process and its mechanism of action, as it consists of three main devices:-
- VVD (Voter Verification Device): A device includes electronic voter register database at the station level to be used in the voting station on the day of the election. Each station will have an electronic verification device that contains the voters’ data belonging to the station for the purpose of reading their data contained in the electronic voter card (long and short-term) and matching it with The electronic data base stored in the device, as well as taking the voter’s fingerprint and storing it, reading the barcode on the ballot paper, and storing it in the device.
- Electronic counting device/scanner: It is a device placed on the ballot box, the upper part is a scanner which will scan the ballot paper electronically after the voter marked the ballot paper then placed it in the slot designated for it in the scanner so that the device can read it, and account the voter’s voice in it, then insert it into the box. The scanner also reads and stores the barcode of the ballot paper and performs a matching process with the barcode of the ballot papers read by the electronic verification device and transmitted simultaneously through the cable connecting the verification device to the electronic sorting and counting device.
- Results Transmitter (RTS): It is a device used to send the results of the polling centers’ stations after the completion of the electronic counting and sorting process. The station results are sent electronically from the electronic counting and sorting device to the transmitter Device via cable connecting the electronic counting and sorting device to the (RTS) to send the results via satellite to the National Center for collecting, analyzing, tabulating and announcing the results.
In a related context, the Candidates Affairs Division in IHEC completed auditing and tabulating the candidates’ data and sending it to the relevant authorities to verify the eligibility of the candidate and his lack of affiliation with the armed forces and security services of all kinds, in addition to the security authorities in the Kurdistan Region and handing them over to the committee concerned with checking the answers received from the security authorities before Presenting it to the Board of Commissioners to take the necessary decisions.
With the escalation of the pace of work, the chairperson ,members of the Board of Commissioners, the CEO, and the General Directors of the commission; continue to carry out periodic field visits to follow up the progress of work, achievements and activities in the governorate offices, registration centers and their stores throughout Iraq; To identify the administrative and technical obstacles and short comes in order to solve them and develop an effective solutions for them in preparation for holding the elections on the tenth of next October.
