Weekly Statement
In order to implement the five-year strategic plan of the Independent High Electoral Commission which aims to increase the electoral awareness among voters in all its segments; the board of Commissioners directed to adopt a mechanism of communication with stakeholders in state’s institutions, departments, civil society organizations, alliances and parties; directly and indirectly through seminars and dialogues’ sessions; in order to spread the scope of electoral education in order to increase the ratio of participation in the biometric registration’s process.
These efforts resulted in the registration of (485,072) voters, including (119.086) 2004’s new born voters. While the number of biometric cards distributed, were (625.246). And (106.084) cards were distributed for public voting, and (472.535) cards for private voting related to security agencies and Armed Forces. Also (46.627) cards were distributed for the IDPs. All of that was carried out in the presence of Agents of political parties, local observers.
The interested in electoral affairs, they could see the cumulative operational situation of both, the registration and distribution of biometric cards’ processes, via visiting the official website of IHEC (https://ihec.iq/biometric-registration/).

In a related matter, IHEC established the free call center in response to business requirements, to be one of the methods of direct communication with the voter , aiming to provide services to facilitate receiving the information; by answering the inquiries of the voters that are related to the registration procedures and how to receive their biometric cards. The voters will call the free number (5667), and a specialized staff will answer their questions concerning the procedural inquiries, to raise awareness in favour of the electoral process.
The call center was also provided with an information system according to an advanced technological system that allows voter to obtain his information through his electoral number in his biometric card.

The chairman of the board of Commissioners chaired an expanded periodic meetings online, one of them was with the coordinator of the first constituency in Thiqar governorate, and the managers of its Registration Centers, in the presence of the secretary-general of the board of Commissioners and the Technical Assistant of the CEO; to communicate, and pursue tasks assigned to them, to review the work progress in the technical, administrative and financial aspects while providing the necessary requirements for the work, to ensure the achievement of comprehensive quality items in electoral work.

The technical committee has completed its work on the recycling of electronically archived ballot papers, in coordination with the Ministry of industry and minerals/ General company for petrochemical industries, at the GEOs of ( Baghdad /Rusafa and karkh sides ),as work started, and still going on, in the electoral governorate offices in (Diyala and Anbar).

Towards the end of the calendar year and in implementation of the articles of the political parties Law No. (36) of 2015, article (39) which stipulates that “the party submits an annual report on its accounts, to be submitted to the Federal Supreme Court of Financial audit”.
Therefore the Department of parties and political organizations’ affairs in IHEC, informed (265) political parties to submit their financial reports concerning the annual final accounts of registered parties; to be reviewed and submitted to the Federal Court of Financial audit. As well as monitoring, following up and evaluating political parties’ commitment to implement the provisions of the law.

To build the capacities of students in the field of leadership and practicing their right to choose who represents them, and urging them to participate in the upcoming electoral entitlements, and to create a generation that believes in democracy and the peaceful transfer of power; the governorate electoral offices in ( Baghdad/ Rusafa, Babil, Qadisiya, and holy Karbala) began conducting a simulation process of an electoral process entitled (parliamentary elections for students).
The simulation of voting process was conducted according to IHEC’s procedures, in the schools of the governorates; where IHEC provided the logistical materials for the simulation exercise, such as (ballot boxes and voting booths). As well as training the school staff on preparing the voter register for the students and the voting procedures; to motivate the new students (voters) to actively participate in the biometric registration process and receiving election cards.
Also coordinating with the Ministry of education to spread roving teams in schools to register the new-borns’ students biometrically.
