IHEC (the Independent High Electoral Commission in Iraq) , formed the strategic planning committee chaired by the deputy chairman of the board of Commissioners; to prepare the strategic plan of the commission for the next five years (2023-2027), in light of the recommendations derived from the workshop of lessons learned organized by the international electoral assistance team in Iraq ( UNAMI) and review and evaluate the previous strategic plans of the commission; and work to transform the goals into programs, policies, activities and excecutive plans after analyzing its capabilities, possibilities, stydy them, set an adequate measures to observe its performance to evaluate it, to to preserve work durability, enroll the technical and administrative staff for different organizational levels.
Moreover, the special committee has begun reviewing the legal framework for its work by studying the draft of registration regulation and candidates accreditation, and their instructions related to the process of electing the Iraqi Council of Representatives for 2021.
In another context, IHEC is working through the training and Development Department, in coordination with the International Assistance Team and the International Foundation for electoral systems, to develop the capabilities of its staff by holding a number of developmental and imperative workshops in administrative, legal and technical procedural aspects, as well as coordinating work with various government institutions for the purpose of participating in their training workshops aimed to the successfullnes of the commission’s work.
At the level of the governorates electoral offices, and holding joint periodic meetings, the chairman of the board of Commissioners, with the presence of the CEO and DGs , who met with the directors of the electoral offices, to follow up them and their achievements and activities concerning the work of registration centers and protection of warehouses to secure the electronic devices and electoral materials stored there, and the outputs of the processes of distributing the voter card and biometric registration of newborns and unregistered voters through registration centers and their mobile teams. So (106,564) voters were registered, including cases of updating (addition, deletion, correction, registration of IDPs and security forces), and (230,147) cards for public and private voting and IDPs were distributed, both operations are being conducted in the presence of local observers, who numbered ( 606) observers, while (155) political party agents visited the registration centers, as well as following up the coordination mechanism with institutions and departments to obtain approvals for the deployment of mobile teams civil society and various media outlets to support in educating voters, urging them to register biometric and receive their electoral card.
In line with the commitment of the Electoral Commission to communicate with all community groups, the chairman of the board of Commissioners received the delegation of (wady Al_ Rafidain) network for the Deaf community in Iraq, expressing his interest in providing all the necessary needs to ensure their participation in the upcoming elections.
On the other hand, the gender team in IHEC held an expanded seminar chaired by the member of the board of Commissioners and in cooperation with the International Foundation for electoral systems (IFES) and the United Nations Assistance Mission for Iraq (UNAMI) to provide electoral support to segments of people with special needs, women, youth and the elderly.
